Reporting to the Director, Ground Safety Assurance and Compliance, the Manager, Safety Assurance and Compliance - Cargo is a critical CSEQ Manager responsible for the oversight of safety, risk, quality and regulatory compliance in the Cargo operations.

The incumbent will be responsible for the oversight and assurance of required Cargo operations (including third party contracted ground service providers) safety initiatives with a specific focus on the review of existing and proposed Cargo Handling and Safety policies, procedures and actions, along with identifying threats, adverse trends, risks, hazards and best practices in order to ensure the continuous improvement of the Air Canada SMS.

This Manager will offer regional expertise, oversight and verification for ground safety activities and will serve the CSEQ branch in achieving its various safety initiatives.

The Manager Corporate Safety Assurance and Compliance - Cargo will also be responsible for both conducting oversight through compliance activity on third party providers to ensure they have met the internal and external safety obligations and standards set forth by Air Canada as based on IATA (IOSA/ISAGO), Transport Canada, FAA, and the Canada Labour Code Part II standards and recommended practices.

The incumbent will also serve as the expert for SIMS and provide Safety, Quality Assurance, Human Factors and SIMS training to support employees and management concerning safety, quality, risk management and compliance in operations at Air Canada as required.

The Manager, Corporate Safety Assurance and Compliance - Cargo will be a critical safety and compliance resource positioned not only to monitor and ensure the compliance with the Company SMS but to also act as a primary expert in managing safety files, compliance activities and ensuring all staff are properly trained and able to employ safety tools and resources.


Key Functions:


Safety:


  • Work with CSEQ and Cargo staff to manage ground safety reports and hazards as required, ensuring safety investigations are conducted appropriately and safety issues in all operational arenas are addressed with appropriate preventative strategies implemented.
  • Develop and implement appropriate protocols and practices to receive, review, validate, process, investigate, and finalize cargo safety reports, observations and hazard submissions.
  • Provide oversight to safety work and ensure SIMS tasks are properly completed and where required, appropriate followup activities are documented and assigned.
  • Conduct verification activities to identify, analyze and investigate cargo safety hazards and latent risks. Direct and manage activities to complete proper risk assessment of Cargo and ground safety issues where required.
  • Serve as the SIMS system expert for the cargo safety modules. Develop and provide training and counsel for managers and staff as requested by Cargo Branch Senior Management. Train Cargo operations staff regarding the use of SIMS and prepare annual refresher activities to enhance CSEQ software knowledge.
  • Develop complex reports, data trends and research reports to address regional Issues and share this information across the Cargo Environment.
  • Manage complex studies and support requests for safety data from a range of clients including Branch Managers, Business Intelligence and Executive Management.
  • Provide expert inputs and feedback to Cargo staff regarding SIMS
  • Ground Reports.
  • Provide direction to the Cargo Branch regarding safety issues, trends and reports.
  • Provide direct support, inputs and analytical support to the Vice President Cargo for the Cargo Branch Safety Board. This will include presenting regional safety statistics, hazards, trends and top concerns as well as advice concerning mitigations and best practices. Highlight major issues and concerns and offer performance and safety comparisons with industry.
  • Maintain a close professional working relationship with the front line Cargo Managers and their staffs across the region and ensure effective twoway personal communications between line Managers and CSEQ.
  • Acts as or delegates a designated investigator in the event of an incident or accident based on severity of event (Yellow, Orange, Red) as per the Emergency Response Manual (Publication 400) and the Flight Operations Manuals.
  • Fully participate in Safety Action Groups and undertake safety related projects as directed by the senior leadership team.
  • Provide inputs and analytical support for the following meetings:
  • Safety event Review (weekly)
  • Quality Manager's Meeting (quarterly)
  • Interbranch Risk Assessment Standards Committee (quarterly)
  • Operations Safety Board (quarterly)
