    The Health Workforce Strategy and Implementation Division of Ontario Health drives the advancement of health human resources (HHR) initiatives with a focus on building and optimizing health workforce capacity in critical health system areas, supporting priority populations through equitable access to HHR, building provincial HHR data repositories, maximizing and optimizing health professional recruitment supports, and providing crisis response/system stabilization solutions to HHR challenges.

    Reporting to the Director, Health Workforce Data, Planning and Evidence, the Manager, Health Workforce Data and Analytics is responsible for providing expert leadership and accountable for ensuring effective data & analytic products, program design, stakeholder, and vendor engagement (where applicable) and implementation of Quality Improvement and measurement frameworks that focus on improving the way data is collected and provisioned to better deliver health care in Ontario.

    The manager will provide leading edge expertise and practices, and act as a champion for health workforce data management across the province.

    Working in collaboration with other teams within Ontario Health, and a broad range of health system partners, the Manager, Health Workforce Data and Analytics will be responsible for leading their team in the day-to-day planning, management, development and maintenance of health workforce data and analytics to support health workforce and health system capacity planning.

    Here is what you will be doing:

    The Manager, Health Workforce Data and Analytics will lead work in several key areas:

    Key deliverables:

  • Manages and coordinates the design and development of complex and innovative computer models to analyze and track trends, conduct internal and external environmental scanning, and monitor conditions and issues throughout the province in order to identify, evaluate and forecast implications and impacts of provincial HHR initiatives, programs, program planning, and policy development.
  • Building the Health Workforce Data team with a focus on delivering on high quality integrated care; areas of focus range from evidence-based staffing models, knowledge sharing and guidance on team-based care models and analysis to performance reporting.
  • Development, implementation, and maintenance of a provincial distribution mechanism for health workforce reporting. This will include leveraging Ontario Health data as well as identifying, sourcing, and integrating new datasets into the Ontario Health environment (in collaboration with several Ontario Health portfolios).
  • Development, implementation, and maintenance of a suite of analytic products dedicated to supporting system planning as well as regional workforce planning, including Ontario Health Teams. Areas of focus will range from system level monitoring of vacancy, absenteeism, and distribution of health workforce, interpreting results and making recommendations to support performance reporting.
  • Oversees the development, evolution and maintenance of standard HHR Dashboards, a Health System Report (a weekly operational view of the state of the Ontario Health system for Ontario Health executives) in partnership with the Business Intelligence team and other key stakeholders across Ontario Health.
  • Oversees maintains a number of data sources (e.g., administrative data, surveys, registries, proprietary data sets), and obtains access to new datasets to support the analytical activities of CIQP and Ontario Health.
  • Provides analytics in support of relationship building for OH clinical program areas and Regions as required.
  • Organizational guidance and portfolio representation on best practices and implementation of data strategy and other key deliverables.
  • Leadership responsibilities:

  • Coaches and mentors staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities.
  • Focuses on acquiring, developing, and retaining talent, effectively leading the team, and promoting a fun team atmosphere with high morale.
  • Manages assigned staff, including allocation of staff resources, delegating, scheduling. And prioritizing of staff workloads.
  • Presents the findings of assigned projects on behalf of the organization in appropriate health care or other stakeholder forums, as requested.
  • Monitors staff performance including performance reviews, and employee goals and objectives setting.
  • Develops an operating plan, proposed budget, and staffing requirements to support OH's mandate to publicly report on the status of healthcare in Ontario.
  • Prepares departmental project management/status reports, as required.
  • Assists with strategic goal setting and operational planning, with the Director and other manager colleagues
  • Works effectively and collaboratively with partners to complete deliverables to the required level of quality, on time and on budget.
  • Provides any other support required for Health Workforce Strategy and Implementation activities (e.g., consultation meetings, reports, communications) to achieve OH's vision.
  • Analytical responsibilities:

  • Develops and continuously improves analytics, data collection and the interpretation and presentation of analytical results.
  • Supervises direct reporting staff, provides mentorship on analytical methods, and oversees the methodological rigor of analyses produced by staff.
  • Manages the preparation of analyses, documents and presentation materials describing analytic methods.
  • Assists the quality improvement initiatives and ensure consistency between public reporting and quality improvement (QI) initiatives in indicator methodologies.
  • Participates in development of new products and methods for presenting information on quality to the public and other stakeholders (e.g. web-based tools and reports).
  • Presents data and analytics in format that is easy to understand for senior executives.
  • Perform cross-functional and/or other duties consistent with the job classification, as assigned or requested.
  • Here is what you will need to be successful:

    Education and Experience

  • Minimum required level and specialty/discipline: A Master's degree in engineering, mathematics, statistics, biostatistics, epidemiology, the social or health sciences, or another relevant discipline.
  • 7+ years of overall working experience, including at least 3-5 years of management experience preferably in an IM&IT healthcare environment and at least 5 years of experience using statistical and analytical techniques.
  • Strong communication and presentation skills, with ability to tailor style based on a diverse audience including executive, clinical and technical audiences.
  • Experience hiring, managing, and leading teams with a strong focus on personal accountability and attention to results.

  • Prior knowledge Ontario's Health System with direct experience in the technical management and oversight of provincial HHR data or programs.
  • Understanding of how data and information may affect and influence patient flow, and wait times at the local, regional and provincial level is preferred.
  • Solid understanding of the Software Development Life Cycle (SDLC) and project management fundamentals,
  • Superior ability to analyze and define problems, evaluate alternatives, find solutions, and make decisions.
  • Excellent presentation, technical writing, data translation, facilitation, and training skills. Presents complex concepts clearly and effectively to executive level audiences.
  • Proactive approach to building management skills and competencies in team engagement, facilitation, and empowerment.
