What YOU Will Do


Pomerleau is searching for a Bid Manager to join our Alternative Projects Centre of Expertise (APEX) division within our Ottawa or Halifax office.

APEX brings together our diverse expertise in unique and complex P3 and design build projects to provide clients with competitive, high-quality proposals.


As Bid Manager, you will be responsible for leading the proposal and other corporate support teams in developing highly competitive bids with client needs front of mind.

Impeccable collaboration with management, external consultants and JV partners is key to developing a winning proposal strategy.

  • Participate with the Regional Leadership team to help develop strategies for winning complex P3, Design build and other alternative complex contracting model projects
  • Take the lead role in managing the design, technical writing, estimating, construction, scheduling, risk, and commercial teams to complete the fullcycle bid process;
  • With the support of the management team and engineering partners develop, monitor and maintain the proposal budget;
  • With the support of the scheduling team, prepare, monitor and maintain the proposal schedule;
  • Coordinate with the proposal team to help in the development and finalization of the project's construction costs (CAPEX) and work with estimating and scheduling team to finalize project cash flows:
  • Take a holistic approach to O&M and construction to develop the most overall cost effective solutions, such as pavement and roadway structure designs;
  • Support the production and review of technical documents;
  • Influence the design of the permanent works to ensure that cost effective design solutions are developed;
  • Identify potential impacts on cost and provide an optimal Net Present Value (NPV);
  • Work with the construction team to develop the critical project means and methods to ensure that suitable work solutions are developed that can be executed cost effectively. Ensure that these means and methods are integrated into the estimate and the technical writing portion of the proposal ;
  • In concert with the project team develop a project schedule with input from all stakeholders. This includes pre and post construction activities such as design development and finalization, procurement, permitting, and commissioning;
  • Manage the preparation of contract agreements with our partners, supported by our inhouse legal team;
  • Coordinate the submission of technical RFI's with our technical team and commercial RFI's with our inhouse legal team;
  • Get creative and think outside the box to develop key messages and winning themes for proposal presentations and participate in client review meetings;]
  • Celebrate success and be a key member of the project handover process upon contract award;
  • Participate in building long lasting relationships with clients, consultants, trade and JV partners.

What YOU Will Bring

  • 10+ years of relevant construction experience in a similar role;
  • A proven track record working on P3, design build, O&M and other alternative contract delivery projects;
  • A University degree or diploma in arcitecuture or engineering;
  • Impeccable written and verbal English communication skills;
  • PMP certification is considered an asset;
  • Excellent management, negotiation and problem solving skills;
  • Ability to demonstrate initiative and leadership;
  • Enthusiasm for innovation and taking action;
  • Knowledge of the National Capital Region market is an asset.
