Description

Under the direction of the Assistant Chief of Service Quality, the Quality Improvement Analyst of the New Generation 911 System (NG911) plans, develops, monitors, evaluates and initiates QI programs and projects, with primary responsibilities being in the areas of data refinement and analysis, conducting quality audits and making operational requirement recommendations pertaining to data collection and analyses systems.

Manages multiple, concurrent projects, with demanding deadlines.


As the _Quality Improvement Analyst_
you will**:

  • Manage data collection, related to the New Generation 911 System perform data modeling, data analysis, research and report generation. Identify and correct problems with data. Coordinate the review of systems and processes, and recommends new systems or changes to existing systems.
  • Develop, recommend, and implement process change initiatives related to the New Generation 911 System.
  • Assist senior management by providing statistical data, tables, graphs and other information to support planning projects and other initiatives.
  • Participate in Departmental Risk Management.
  • Act as a "Quality" ambassador.
  • Perform any other duties consistent with the classification, as required.

Your education and qualifications include:


  • Bachelor Degree in Science or Arts (majoring in statistics, economics, mathematics).
  • An equivalent combination of education and experience may be acceptable for this job.
  • Ability to work with various computer software programs pertinent to this position's responsibilities (e.g. Outlook, Word, Excel, etc.), with experience using spreadsheets, statistical, formatting, presentation, data modelling and business intelligence software.
  • Knowledge of database design and management.
  • Ability to utilize database management software such as Microsoft SQL.
  • Experience in applied research is required.
  • Knowledge of audit principles.
  • Ability to produce statistical and market analysis reports.
  • Effective analytical and presentation skills.
  • Ability to work independently and to meet project deadlines.
  • Ability to work collaboratively and to produce reports in a workgroup environment.
  • Knowledge of statistical and other analytical decisionmaking techniques.
  • Ability to express ideas clearly and concisely in oral & written formats.
  • Effective leadership skills.
  • Knowledge of project management methodology would be considered an asset.
  • Strong problemsolving skills by gathering relevant information, identifying root causes and recommending solutions.
  • Ability to organize work and meet timelines.
  • Ability to work with a positive attitude and maintains performance under pressure.
  • Ability to acquire within six (6) months working knowledge of the City and the WFPS's:
  • Respectful Workplace Administrative Standard.
  • Employee Code of Conduct.
  • Standards, directives, guidelines, protocols, policies, procedures, and practices relevant to this position's responsibilities.
  • Familiarity with the specific systems and process in place within WFPS.
  • Modeling software, i.e. MapInfo.
  • WFPS information systems such as Lynx Personnel, Hexagon iCAD Computer-Aided Dispatch, Zoll TabletPCR, RescueNet, etc.

Conditions of employment:


  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Prior to commencement of employment, the successful applicant will be required to provide proof of COVID19 vaccination by providing a Government of Manitoba issued QR code and photo identification.
  • Willingness and ability to successfully complete additional training and/or certificates relevant to this position's duties within specified timeframes, if requested by WFPS management.
