Job Summary:

Reporting to the AD, W-WW Asset Management, the Manager, W-WW Capital Planning is responsible for the development and continuous improvement of capital budgeting processes by developing and implementing an evidence-based, data-driven approach to infrastructure management.

The Manager is responsible for the development, planning and implementation of capital asset renewal programs and portfolio management strategies to ensure that infrastructure programs are planned, implemented and managed following best practice lifecycle asset management principles, in an effort to optimize sustainability, level of service, whole life cycle cost of assets and reduce service risks.


Education:


  • Postsecondary diploma or degree in Civil Engineering, Business Administration or other related discipline.
  • Postgraduate certificate as a Certified Asset Management Professional or equivalent is preferred.
  • Additional training in any of the following areas: ISO55000 methods/approaches, Reliability Engineering, Accounting/ Finance and Operations Management is preferred.
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge:


  • 10 years of directly related experience in strategic physical asset management, program management and the development of prioritized, evidence based capital and maintenance budgets via asset level condition, risk & performance condition, including at least 5 years in a leadership capacity.
  • Experience in the water & wastewater or municipal sector(s) is preferred.
  • Significant experience in asset life cycle management in a utility related environment, including the following areas of specialization: strategic capital planning, optimization of capital renewal and maintenance management, level of service analysis, cost benefit analysis, asset and service risk assessment and management, capital asset renewal and rehabilitation planning, demand management, growth and project management.
  • Knowledge and understanding of business planning and budget preparation, including; capital investment rationalization, asset operating and maintenance planning and lifecycle value analysis.
  • Knowledge of Water & Wastewater related legislation, standards and regulations.
  • Experience in water and wastewater delivery, collection systems and treatment is preferred.
  • Proficiency in Tangible Capital Assets Regulations (PSAB 3150) and reporting is preferred.
  • Experience with municipal budgeting process is an asset.
  • Licensed Professional Engineer (P. Eng) or Certified Engineering Technologist (C.E.T.) in good standing with the Ontario Association of Certified Engineering Technicians and Technologist is preferred.
  • Preferred professional designations: Asset Management Professional and/or Project Management Professional (PMP) is preferred.
