To manage the Policy and Governance Unit and provide research, policy and legislative support to the College and its governing Council and Committees.

An experienced professional with a legal or public administration background, you will bring strong communication, interpersonal and planning skills to lead a team of policy and governance professionals.


Responsibilities:


  • Supervisory:_
  • Provide leadership to the Policy and Governance Unit staff.
  • Establish Unit objectives and an implementation plan for achieving them within a specified period of time.
  • Determine Unit priorities, assign and monitor the work of Unit staff, ensuring professionalism, accuracy, timely completion and an equitable distribution of work in effectively accomplishing the tasks of the Unit.
  • Establish and maintain efficient and effective Unit procedures, train and orient new staff, communicate performance standards for the Unit and regularly evaluate staff performance.
  • Prepare regular management reports and data for the Department Director.
  • As a Unit Manager, participate in Department planning, program and priority setting exercises for the Department.
  • Interpret and communicate human resources and administrative policies to Unit staff.
  • Policy & Research:_
  • Prepare papers and recommendations on complex policy, legislative and governance issues.
  • Analyze reports and policy documents prepared by Ministry or government departments or elsewhere within the education sector, summarizing contents and advising senior staff on items of concern to the College.
  • Prepare requisite materials, including presentations, position papers, briefing notes and statistical analysis for senior management, Council and committee meetings, legislative committee hearings, policy conferences, work groups, task force meetings, and so forth.
  • Oversee corporate research, library services, and Council and committee support staff.
  • Take a lead role in developing the College's annual report to the Minister.
  • Respond to senior management and Council correspondence as required.
  • Respond to written and telephone inquiries regarding general policy and legislative matters.
  • Identify and assess policy alternatives in terms of their benefits, deficiencies and impact on the College and develop recommendations for consideration by senior management and Council.
  • Provide timely and comprehensive briefings to senior staff, Council members and stakeholders on policy issues and activities.
  • Legislation:_
  • Research and make recommendations regarding amendments to College legislation, regulations, bylaws, policies and procedures.
  • Coordinate staff from across College departments to anticipate, prepare for and implement such changes.
  • Meet regularly and provide ongoing liaison with Ministry of Education staff.
  • Respond to MPP and constituency office inquiries concerning College operations and coordinate issuespecific meetings and resolutions as required.
  • Maintain a thorough knowledge of the procedures and practices of the Legislative Assembly of Ontario and its committees.
  • Ensure the development of briefing notes for the Minister of Education and other members participating in legislative debate on College bills, private members' public legislation or on opposition motions affecting the College related legislation.
  • Ensure that appropriate consideration and responses are provided by the College to the concerns raised by government, opposition members and other interested parties.
  • Issue Management:_
  • Ensure adequate issue monitoring systems are in place.
  • Provide issues management support to the Registrar and Director.
  • Anticipate possible issues by reviewing daily news clippings and stakeholder publications.
  • Ensure that the College is capable of reacting immediately to new issues that emerge from the Ministry, the legislature or education sector organizations.
  • Perform other duties as assigned by the Department Director.

Committee Support:

  • Support other departments by ensuring adequate stakeholder consultation on policy proposals developed by the College.
  • Develop strong working relationships with education stakeholder groups, identifying levels of awareness and concern with respect to issues and services that affect them.
  • Represent the College on Ministry committees and work groups from time to time.
  • Manage and oversee staff who support Council, subcommittees and statutory/regulatory committees established under the Act.
  • Coordinate external activities including Council and stakeholder consultations, briefings and presentations.
  • Provide policy and research support to College staff attending education sector conferences, trade shows, job fairs and faculty tours.
