Job Purpose:


  • This position will act as a strategic expert in translating Ministries overall program requirements into future year project and program plans. You will monitor, manage and report the inyear spend of client ministries and be the single point of contact for Ministry and Client Program Services Team in order to ensure high levels of Client satisfaction, while addressing Infrastructure Ontario (IO) and Government initiatives.

What You Will Do:


  • The Client Program Planning Manager will be responsible for:

1. Future Program Planning and In-Year Project Monitoring

  • Develop and issue the 13 year business plan (depending on ministry) for new construction, lease hold improvements (LHIs) and studies.
  • Direct interaction with Program Area Representatives within the Ministry and IO on review and development of Ministry programs for new buildings, LHIs or studies.
  • Monitor and action any ongoing Client program delivery needs against approved infrastructure plan budgets.
  • Develop with Ministry Clients and internal stakeholders, scope documents for specific projects for use with Multi-Year Plans and inyear Treasury Board submissions.
  • Coordinate planning of the delivery of Client funded projects with the Capital Repair Plan through meetings with Clients Ministries, Operations and Project Services.
  • Review progress of projects and participate in monthly status meetings with client ministries to ensure expectations are met. Identify both project and program systemic issues with the accountable parties for resolution.

2. Single Point of Contact for the Client Ministry and Client Program Services Team

  • Provide strategic advisory services to allow Ministries and IO to make informed decisions, i.e. feasibility & option analysis, program development, etc.
  • Single point of contact for Clients Ministry and Client Program Services team, supporting effective delivery of programs and project initiation.
  • Ensure integration of all program elements and provide ongoing communication amongst all stakeholders in IO and Client Ministries to achieve successful initiation of projects and programs.
  • Transfer knowledge of client requirements for program delivery to partner IO teams.

3. Other duties as assigned from time to time as required by management, listed below but not limited to.

  • Additional attention and engagement on high profile or politically sensitive strategic initiatives.
  • Presentations to Client Ministries, Senior Management, and Regional Project Services.

Who We're Looking For:


  • A Post secondary degree or diploma in project management, architecture, engineering, interior design, or a related field would be beneficial.
  • Knowledge of strategic planning options for program and project delivery is an asset.
  • Broad corporate real estate experience is an asset.
  • Superior customer service and interpersonal skills to establish and maintain relationships with senior level clients and service providers.
  • PMP certification or eligibility for acceptance is beneficial.
  • Proficient in MS Outlook, Word, Excel, PowerPoint and Project as well other commonly used systems.

  • The hiring range for this position is
    $78,000 to $112,000 with a corresponding job level of
    P4.


Employment in the Real Estate Division is conditional upon obtaining security clearance through the Program & Policy Enablement Branch, Supply Chain Ontario of the Ministry of Government and Consumer Services.
