The Opportunity


The Finance Department provides financial leadership, advice and support to the Corporation and assists with the delivery of Council's Strategic plan through its four essential services: accounting services, corporate finance, procurement and revenue management.

The department's main deliverables include the audited financial statements, coordinating the annual business plan and budget, treasury and debt management, procurement administration and support, property tax revenue management, and water and wastewater revenue management.


Under the general guidance and direction of the Chief Financial Officer and Treasurer, the Manager of Financial Systems Support and Integration is responsible for managing the SAP Financial and Materials Management system along with BI Reporting and other key financial systems.

This includes leading the ongoing support of the SAP system and processes, which includes configuration, system access, and overseeing functional testing of system changes, upgrades and enhancements to the financial system modules; managing integration of data between financial, payroll, materials management and other related systems; automation of manual processes, leading cross-functional projects and teams in support of Corporate financial system initiatives.

This position is responsible for developing and executing an SAP and financial system strategy relevant to the culture and fiscal constraints of the City of Barrie.

This position also manages external vendor support contracts and approves payments for time submitted.

Education (degree/diploma/certifications)

  • Four (4) year University Degree in Computer Science, Commerce, Accounting or related discipline
  • Completion of Project Management Professional (PMP) Certificate from the Project Management Institute (PMI) acquired

Experience

  • Five (5) years of experience performing duties related to the above mentioned major responsibilities, including demonstrated leadership/supervisory experience
  • Demonstrated experience in operating/implementing SAP or another large scale Financial Application
  • Demonstrated project management experience, system integration, data governance/management, business intelligence and analytics
  • Demonstrated experience in successfully fulfilling the responsibilities assigned to this position, ideally in a municipal government setting

Knowledge/Skill/Ability

  • General knowledge of the following principles and standards: lean process improvement methodologies
  • Working knowledge of the following principles and standards: project management methodology; and process modeling and analysis tools.
  • Thorough knowledge of the following principles and standards: SAP concepts, technology, design and implementation
  • Demonstrated Ability to:
- develop, promote, and maintain effective relationships with internal and external stakeholders
- effectively allocate budgets, time, and human resources to support the achievement of section, branch, divisional and/or corporate goals and objectives
