JOB SUMMARY


Reporting to the Supervisor, Utility & Right of Way, the Utility Coordinator is responsible for the review and approval of municipal consent (MC) plans of various complexities for construction of Fiber Telecommunication utility infrastructure within City Right of Way (ROW).

The Utility Coordinator acts as the City's liaison with the Utilities and ensures applicable agreements/ standards are followed (Municipal Access Agreements (MAA), Engineering standards, regulations, by-laws) and installations are coordinated with stakeholders to minimize conflicts, cost and disruption to ROW.

The Utility Coordinator is responsible for processing permits in the City's Municipal Access Digital permitting management system, facilitating interdepartmental & external co-ordination of system initiatives.

Assist the supervisor with development and monitoring of guidelines and strategies related to utility infrastructure systems, consistent with the City of Markham's Excellence framework.

Utilize project management skills to provide input on permit volumes and scheduling of workload.


KEY DUTIES AND RESPONSIBILITIES

  • Provide interpretation of MAAs and applicable standards to stakeholders.
  • Review and comment on appropriate new policies, acts, and technology relative to ROW being proposed by utilities or other levels of government and their implications on the City and assist to develop, implement and maintain appropriate programs for the City to manage/execute changes.
  • Provide recommendations for changes to MAA and City MC Guidelines.
  • Monitor & document noncompliance and resolve, taking action if noncompliance continues.
  • Evaluate implications of proposed utility installations to City operations, infrastructure & ROW users to mitigate negative impacts and collaborate with applicant for improved solutions when necessary.
  • Verify compliance with applicable acts, agreements, & standards. (i.e. CRTC, TRCA, OMA, MTO, Engineering)
  • Liaise with other City departments to obtain comments for special criteria (road cuts, tree removals, heritage, property, clearances) and capital projects.
  • Coordinate Utilities to avoid constructor conflicts, reduce impacts & costs and identify joint build opportunities
  • Complete site visits for complex issues requiring advanced level of expertise.
  • Utilize AMANDA permit management system, GIS (ArcMap and ArcGIS), AutoCAD, and FoxIt PDF to set out detailed comments / work conditions & issue Permits.
  • Update permit records, documentation and status updates in AMANDA permit management system.
  • Provide verbal permission to proceed for emergencies.
  • Assist department staff on plan review questions and permit queries,
  • Coordinates works and provides direction to the inspector for permitting, invoicing & inspections
  • Investigate and respond to complaints regarding utility ROW work, including emergency safety issues.
  • Provide utility coordination comments to City departments on projects outlining Utility infrastructure impacts/concerns.
  • Maintain and administer digital permitting management system for permit processing and reviews
  • Set system standards & identify / recommend new processes/improvements/reports
  • Develop and foster relationships with municipalities & utilities.
  • Responsible for ensuring compliance with the Occupational Health and Safety Act and Regulations and the corporate Occupational Health and Safety Policy and related procedures.
  • Other duties as assigned.

MINIMUM REQUIREMENTS

  • Graduation from a recognized Community College in an accredited Civil Engineering Technologist's Course or related discipline
  • Minimum of five years related work experience with telecommunication utility design and construction.
  • Member or eligible for membership as a Technologist in OACETT.
  • Ability to read and interpret plans and specification.
  • Knowledge of utility infrastructures systems (gas, Hydro, streetlighting, telecommunication, cable, water, sanitary sewer, storm sewer) design, construction details and their impacts on city rightofway, specifically with respect to existing conditions, constructability and required legislative separations,
