The $1.8 Billion Red Deer Regional Hospital Centre (RDRHC) Redevelopment & Expansion Project is a fast-paced project including a major tower addition to the existing hospital as well as a simultaneous P3 development of an independent ambulatory care building.

These two projects, along with a further project to renovate the existing Main Building of the RDRHC upon completion of the tower addition will progress over the next years.

This project is beyond the normal complexity and scale of a typical healthcare major capital project with these 3 distinct and uniquely complex phases and a tight schedule to bring the projects into operation as quickly as possible to provide additional health care services to the citizens of Central Alberta.

The Logistics Program Lead is a key planning and relationship role within the RDRHCP AHS project team, with strong ties to the rest of the PMO.

Reporting directly to the Senior Project Director, the Logistics Program Lead work with the Clinical Program Lead and Engineering Program Lead as a member of the PMO Leadership team.

This leadership team will provide direction and mentorship for the entire PMO team.

The Logistics Program Lead will work with a high degree of independence and oversee a logistics team, as well as interact with AHS PMO team members, project managers from Alberta Infrastructure, and other AHS departments.

Strong working relationships will be key to ensuring integrated and well-coordinated planning, design, and implementation.

Extensive project management, communication and change management skills will be key assets to ensuring the appropriate level of coordination required for this position.


Description:

The Logistics Program Lead is responsible for project management of multiple workstreams in the PMO.

They will create and maintain plans, schedules and tools to track project progress, maintain project controls, and integrate internal AHS project schedules.

- Risk management - Analyze, track and mitigate risk. Develop dashboards for AHS Executive and Zone leaders.

- Scope management - monitor scope of 40+ groups on 3 projects with overlapping users; track decisions to allow the PMO to resolve issues.

- Schedule management - strategize ways to deliver results for a compressed schedule, provide advice to manage tight turnaround times, - Quality management - determine standards required by AHS for construction of P3 health care facilities.

As the P3 proceeds, perform ongoing QA to ensure required standards are addressed. - Data management - collect data, develop KPIs and succinct reports for reporting to AHS Leadership.

The position will also coordinate all decants of spaces required by the project and will lead space planning and move projects arising as part of RDRHC activity over the project lifecycle.

- Plan and execute smaller projects that arise out of project impacts. Monitor impacts to minimize peripheral projects. - Align space changes resulting from ongoing hospital activities, with the renovation project. A phasing plan of 80+ pages will need to be finalized and implemented over the project phases.

- Ensure alignment with construction milestones and integrate with AHS provincial / zone initiatives that may impact the project plan.

- Ensure site wide logistics are understood during phases of the development, to support ongoing operations of the site including the establishment of key go/no criteria and review processes.

Required Qualifications:

Master's degree or equivalent education and experience in health care administration, business administration or related discipline. Project Management Professional (PMP) or Program Management Professional (PgMP) designation, or equivalent project management experience. Prosci Certification in Change Management would be considered an asset.


Additional Required Qualifications:

10 years direct project management experience in a complex, multi-year, multi-stakeholder project, within a health care environment. Strong problem solving, evaluation and project management skills; ability to work to tight timelines and deliver on commitments. Ability to plan, organize and manage short
