We are seeking an exceptional strengths based leader who is passionate about children, youth, families and the teams who dedicate themselves to delivering safe and excellent care for the whole family.

The program provides inpatient rehabilitation, day program services and complex continuing care. It consists of an interprofessional health team comprised mainly of regulated health disciplines. The program is committed in providing strengths based, compassionate care in partnership with clients and families.

The Clinical Operations Manager is responsible for safe, quality, efficient and effective day-to-day clinical operations.

Collaboration with families and ensuring a healthy work environment that facilitates high staff engagement; continuous learning, accountability and optimal care delivery are key expectations.

Utilizing data, evidence and a stakeholder engagement approach, the Clinical Operations Manager ensures that the program employs best practices in delivering value-based client and family centred cost effective services.


Reporting to the Senior Director, Rehabilitation and Complex Continuing Care, the Clinical Operations Manager is a key member of the leadership team collaborating with the Physician Director, Chief Nurse Executive, scientists, clinical researchers, collaborative practice leads, clients and families to advance clinical services, education and research in alignment with the organizations new strategic plan, No Boundaries.


Key Responsibilities:


Program Management

  • Leads by engaging and mobilizing people in the clinical operation of program services
  • Establishes and ensures that program activities are in alignment with the organizational mission, vision, values and strategic plan
  • Develops an annual operating plan for assigned service including goals, objectives, quality and safety indicators
  • Accountable for continuous quality and safety process improvement of service area and contributes to corporate wide initiatives
  • Monitors and responds in a timely manner to quality, safety, risk and other performance/outcome indicators
  • Facilitates integration of clinical, research and educational programs
  • Collaborates with community partner/coalitions to advance system change on local, provincial, national or international levels.

People Management

  • Responsible for the effective human resource management of multiple employees from a variety of disciplines
  • Overall responsibility for all staff in their areas
  • Collaborate with the senior director regarding staffing levels, recruitment and selection, retention, development, progressive discipline and/or termination
  • Lead the recruitment and hiring
  • Lead the management of performance and attendance, and, if required, implement discipline and termination of staff in accordance with policies and collective agreements
  • Ensure staff have the required resources to carry out their functions, and ensure compliance with health and safety policy and procedure
  • Work collaboratively with other managers where staff work elsewhere in the program or across the organization
  • Provide a clear sense of direction, and establish priorities
  • Coordinate the work of direct reports including work schedules.
  • Ensure ongoing mentoring, coaching and staff development.
  • Develop and conduct orientation and training sessions for staff as required
  • Conduct performance appraisals regularly on direct reports, meet regularly to review goals and learning plans
  • Engage the Collaborative Practice Leader for clinical staff
  • Bring to the senior director's attention any issues related to performance; monitor issues
  • Review and provide final approval of direct reports' leave requests, and mileage claims, and expenses related to professional development for education and/or service delivery
  • Respond to staff related issues/concerns on day to day operations

Financial Management

  • Manage budgets, including: managing assigned budgets, authorizing purchase orders, monitoring expenses, and processing payments, initiating capital and other budget requests
  • Examine and review opportunities for enhancing value for money in all aspects of service delivery
  • In collaboration with other Managers and the Senior Director, review opportunities for sharing resources, supporting best use of all staff and use of space and tools to do the job
  • Monitor operational and fiscal indicators for assigned areas and develop action plans to mitigate any identified risks in achieving goals
  • Manages Purchased Service Agreements with various agencies
  • Responsible for the financial and project management of multiple foundation grants

Resource Management

  • Promotes and facilitates a safe and therapeutic environment in accordance with best practices for the provision of care
  • Manages human resources including recruitment, orientation, performance management and evaluation
  • Develops and manages financial and statistical budgets by analyzing complex financial and statis
