Consider this exciting opportunity in the Physician and Provider Services Division at the Ministry of Health Come make an impact on healthcare delivery in Ontario, and lead a team responsible for Alternate Payment Program agreements for specialist physicians.


The Negotiations Branch provides leadership and direction for planning, priority setting and negotiation of accountability agreements with individual providers and health care organizations to maximize the ministry's investments in the health care system.

The Specialist Physician Contracts Unit (SPCU) provides program and financial management of alternative funding models for specialist physicians as well as:

  • Specialist physician contract management and financial analysis
  • New specialist physician contract development
  • Review of specialist contracts including costbenefit analysis and payment accountability
  • Supporting ministry and OMA negotiations regarding specialist physician Alternative Payment Plans (APPs)
  • Specialist agreement modernization

What can I expect to do in this role?: Reporting to the Director, Negotiations Branch, you will:

  • Coach, mentor and manage a team of professionals, while supporting and promoting an engaged, culturally responsive, and inclusive work environment.
  • Foster a growth mindset within your team to promote continuous improvement and encourage staff to grow their skills, take risks, and challenge themselves.
  • Manage the implementation and administration of agreements, including forecasting of payments, and monitoring of compliance and performance.
  • Resolves complex issues in the administration of transfer payment agreements.
  • Negotiate agreements and amendments to agreements, with physician groups and the Ontario Medical Association.
  • Liaise with relevant governing bodies and associations on issues relating to the determination of insured services and the circumstances and conditions for billing.
  • Liaise with professional associations on operational and procedural issues including those relating to the implementation of agreements.

  • You have knowledge of human resources theories, principles and practices to lead talent management/succession planning activities and uphold performance standards

Knowledge and Project Management:


  • You have indepth knowledge and experience managing large transfer payment agreements with sophisticated service delivery organizations or groups.
  • You are familiar with the healthcare sector and physicians, including current trends, issues and stakeholders.
  • You have experience leading complex policy projects and are familiar with project management tools, methodologies and principles.
  • You can deliver on and implement initiatives related to legislation or large funding and program initiatives, with demonstrated experience managing transfer payment agreements and funding allocations.

Strategic Thinking and Analysis:


  • You are able to identify internal and external influences and policy issues and make strategic policy recommendations
  • You have demonstrated flexibility and resiliency in order to adapt and prepare accordingly in a fastpaced and changing environment.
  • You have the ability to understand the public policy development and government decisionmaking process (e.g. preparation of Cabinet submissions, briefing notes etc.).
  • You have solid business knowledge of financial management and risk assessment to deliver transfer payment programs and manage the budget
