Main Purpose & Function


This is complex advisory and technical electrical work of a sub-professional electrical engineering level involving estimating, design, research and inspectional and verification duties for projects undertaken by the Electrical Division of the Engineering Department.

An employee of this class may be assigned to specialized operations such as communications, street lighting systems, traffic signals, power and distribution systems, electrical maintenance programs, cost estimating and contractor liaison.

An incumbent also provides technical guidance to Electrical Technician Is and takes a lead role in complex projects.

Considerable independence of judgement and action is exercised in the technical aspects of the work, while unusual or controversial matters are discussed with a superior.

Assignments are received verbally, by rough draft or drawings from a superior who checks the work performed for sub-professional technical adequacy and conformance to established standards.


Specific Duties & Responsibilities

  • Performs technical design work, prepares cost estimates for complex projects, checks contractor's progress reports, corrects deficiencies, and inspects and verifies work performed for compliance to specifications.
  • Assigns, checks and supervises the work of drafters and Electrical Technician Is, calculates the type and quantity of material required for projects and supervises street decoration programs.
  • Reviews the design and drawings of electrical work prepared by consultants for major cityowned buildings to ensure proposals are adequate and suitable and scrutinizes the electrical work on such projects.
  • Investigates, designs and prepares estimates for the installation, alteration or operation of traffic control signals and systems.
  • Outlines and reviews programs for a maintenance electrician engaged in the maintenance and repair of all power and lighting distribution, stage lighting and sound systems in Cityowned theatres.
  • Investigates requests for electrical repair and installation work and makes recommendations on same, designs interior lighting, area lighting, electric heating and wiring systems, expedites material purchases and maintains close liaison with Electrical Operations Branch on availability of equipment for electrical projects.
  • Attends to service requests and communicate with citizens to resolve issues related to electrical systems.
  • Assists in getting record drawings from field crews.
  • Performs related subprofessional technical electrical work as required

Qualifications

Education and Experience:

  • Completion of the twelfth school grade supplemented by either completion of electrical apprenticeship or recognized electrical technician courses; considerable experience as an electrician or estimator preferably as an Electrical Technician I or any equivalent combination of training and experience

Knowledge, Skills and Abilities:

  • Considerable knowledge of the methods and practices relative to electrical system repair, maintenance and installation.
  • Considerable knowledge of the City Electrical bylaw and related applicable electrical codes and regulations.
  • Considerable knowledge of the technical problems of electrical installation.
  • Considerable knowledge of public utility electrical installations and distribution systems.
  • Working knowledge of relevant computer software including lighting and design software
  • Ability to estimate costs of complex electrical installation, repair and maintenance projects.
  • Ability to prepare, read and interpret engineering drawings and specifications.
  • Ability to direct and supervise the work of subordinates engaged in technical field and office duties.
  • Ability to perform research tasks and compile statistical and narrative reports as required.
  • Ability to deal tactfully and establish and maintain cooperative working relationships with tradespersons, contractors, other City employees and the public.
  • Ability to enforce rules and regulations with tact.
  • Skill in the use of a variety of electrical instruments, calculating machines and related equipment.
