Under the general direction of the Program Manager of the Winnipeg Parking Authority, the Policy Analyst is responsible for reviewing business policies related to Winnipeg Parking Authority programs, products, and services in each line of business, namely Parking Management Services (both On and Off street), Bylaw Enforcement, Administration of the Municipal Bylaw Enforcement program (includes collections) for all City Departments and the Agency is the designated "Regulator" for the Vehicle for Hire (Taxi/rideshare industries) and recommending revisions to current policies based on changes within the Agency.

The incumbent takes a corporate approach to the operational impact and potential changes to customer level of service, corporate systems, training, and legislation.


Acting independently, or part of a project team, the incumbent evaluates and identifies any potential issues related to new initiatives or changes to existing policies and procedures.

This includes planning, designing, and conducting business policy research and making recommendations. The incumbent may be required to develop new policies depending on the impact and types of changes.

The incumbent will analyze, develop, and oversee the implementation of business policies, programs, and strategies necessary to support corporate strategic initiatives and the SOA's objectives.

At all times, the incumbent works closely with other departments and managers to determine the impact of operational changes and strategic initiatives.

The Policy Analyst researches, plans and coordinates strategies and opportunities which support the Agency's mandate.

Initiatives undertaken by the Policy Analyst are often high profile and require a strong understanding of legislation impacting the Agency.


As a _Policy Analyst _
you will:

  • Provide interpretation of existing policies and programs and legislation.
  • Review business policies and recommend revisions to current policies and programs.
  • Develop new policies and implement required legislative and operational changes to accommodate the policy change.
  • Develop reports and briefings for the Mayor and Council as well as the City's senior administration.
  • Develop and conduct appropriate communication strategies relating to policy change initiatives.
  • Prepares media responses, participates in media interviews.
  • Other duties as required.

Your education and qualifications include:


  • University degree, preferably in political science, public policy, public administration or business administration.
  • Masters' degree in Public Administration, Business Administration or equivalent an asset.
  • Legal Degree or legal background considered an asset.
  • Experience in researching, developing, analyzing and evaluating complex legislation, policies, procedures, programs and/or processes.
  • Experience with strategic business planning, performance measurement and risk management principles and practices to assess, and identify risk and advise decision makers.
  • Experience writing a variety of documents, such as briefing notes, administrative reports, public communications materials, including making recommendations to senior administrators, politicians, and other stakeholders.
  • Experience overseeing and/or coordinating complex projects.
  • Strong interpersonal skills including public engagement experience with the ability to build consensus, establish and maintain effective working relationships with diverse groups.
  • Excellent verbal communication and presentation skills, with the ability to communicate effectively with diverse stakeholders.
  • Ability to plan, coordinate, organize, and manage multiple priorities in tight timeframes under changing or stressful circumstances.
  • Knowledge of the principles of good governance in a public administration context.
  • Proficiency with Microsoft Office software (Excel, Word, Outlook, etc.) and the ability to analyze data/information using statistical analysis techniques to evaluate policies, programs, etc.

  • Ability to work overtime as required.
