The TECE Governance and Control team supporting ED&A provides is the assurance function accountable to ensure the ED&A businesses have adequately considered, managed, and mitigated the risks in day-to-day activities, operations, products and services, and is operating within risk appetite.

This function has sufficient expertise to review and assess whether ED&A businesses are adhering to internal (risk management, oversight function and audit) and regulatory requirements, requests and expectations.


Job Description:


Reporting to the Senior Manager, TECE Governance and Control supporting ED&A, the primary role of the Governance and Control Specialist/ Privacy Designate is to support the ED&A business in adherence to regulatory requirements, managing Privacy risk and having effective operational controls in place.

The position is expected to support and work with ED&A and Control Partners to ensure appropriate policies, procedures and controls are in place and appropriately governed.


As part of the key accountabilities of the role, the Governance and Control Specialist/ Privacy Designate will:

  • Support the Business 1A function and provide direct and active leadership in the identification, assessment, mitigation, and overall management of current and emerging Privacy risks in Business processes, operations and initiatives, to comply with Privacy regulatory and policy requirements.
  • Contribute to TD's Privacy Program, providing SME feedback to Canadian Privacy Office from a 1st line perspective on policy refreshes, PIA templates and Privacy LMS courses, etc.
  • Act as the first line of defence against Privacy risk by managing and identifying Privacy risk in daytoday activities
  • Understand impacts of new/amended legislation, regulation and regulator expectations on their specific business line or corporate function
  • Support the Privacy Program through the implementation/maintenance of and compliance with Privacyrelated policies, standards, procedures, and guidelines
  • Ensure business operations comply with internal and external regulatory requirements
  • Challenge privacy impact assessments (PIAs)
  • Support the ED&A in the identification, assessment, mitigation, and overall management of ED&A Privacy Event analysis, tracking and reporting.
  • Ensure timely review and completion Privacy Events.
  • Identify, assess, mitigate, and report on risk issues and ensure appropriate escalation processes are followed
  • Promote Privacy Policy education, and support ED&A to prepare with regulatory changes stemming from Bill 64 (Quebec's Bill 64, An Act to modernize legislative provisions as regards the protection of personal information)
  • Establish strong relationships and maintain an efficient interaction model with business partners, other G&C leads, and Control Partners such as Compliance, Canadian Privacy Office, Legal, Privacy and Internal Audit
  • Strive to continuously improve and simplify the governance process

  • Strong communicator, with excellent oral, written and presentation skills

Education and Accreditation

  • Undergraduate degree
  • 57 years of relevant industry experience
  • Previous governance/compliance/risk related experience is a strong asset
  • Previous experience in Canadian Personal Banking is an asset
  • Proficient in MS Office Suite
  • Working knowledge of Microsoft Power Platform is an asset
  • Strong understanding of Regulatory and Controls environment
