Job Function
Supervise staff and be responsible for the work performance and the productivity of the unit. Assign, coordinate and check work to ensure adherence to instructions and established procedures. Provide decision


analysis support by analyzing current costs and trends; prepare cost/benefit studies relating to management systems, maintain guidelines and department-related policies; prepare statistical summaries.

Prepare budget for the department including monthly budget variance reports and budget restatements. Prepare various monthly financial management reports as required for control of operations. Be responsible for the accounting and reconciliations relative to transport and work equipment. Develop recovery rates for various services provided, such as shop rates and rental fleet rates.

  • Provide decision analysis support by analyzing current costs and trends; prepare cost/benefit studies relating to management systems, costs and utilization of equipment, maintenance guidelines and departmentrelated policies; prepare statistical summaries. Write specifications, design and develop programs as required to construct models for analyses of specific longterm considerations.
  • Prepare budget for the department. Gather and coordinate data, assess and accumulate information into the appropriate format. Prepare monthly budget variance reports.
  • Prepare reports relative to performance, productivity, business planning and control for the department. Prepare various monthly financial management reports as required for control of operations.
  • Be responsible for the accounting and reconciliations relative to transport and work equipment fleet capital, asset lives, operating expenses, leasing of equipment, inventory process, rental billing, credit cards, technical records and various transactions and processes according to established procedures and accounting practices.
  • Develop recovery rates for various services provided, such as shop rates and rental fleet rates. Review and revise all department rates, as required, to maintain a balance between costs and revenues.
  • Develop and maintain departmental accounting policies and procedures. Maintain a continuing review of departmental budgetary procedures, assess their effectiveness and assist in their implementations.
  • Participate in program development and implementation of department accounting and reporting systems. Collaborate with various units, such as business unit/divisional/corporate comptrollership groups, to resolve
- any problems or inconsistencies that may arise out of the program or systems being developed.

  • Maintain contact and work with external fleet personnel and organizations such as gasoline companies, suppliers of information processing and transport and work equipment, to reach agreement on matters of mutual concern such as fleet managing/accounting issues.
  • Perform other duties as required.

Selection Criteria:


Education:


  • Requires a knowledge of finance, cost accounting, budget administration, business management systems and computer science associated with the evaluation, development, implementation and maintenance of a variety of accounting policies and reporting systems.
  • Requires a knowledge of economics, analytical techniques to perform cost benefit studies, economic analyses, fleet depreciation studies and rate determinations. Requires a knowledge of English to effectively communicate with internal and external contacts both verbally and in written form.

This knowledge is considered to be normally acquired through the completion of 4 years of University training (Grade XII plus 5 years).


Experience:


  • Requires experience in a financial environment to be familiar with developing and implementing business systems for the collection of financial data, to develop analytical and costing techniques and to gain familiarity with accounting and financial practices and procedures.
