    As a Business Strategist with the Business Improvement team, you will develop Council reports, bylaws, project plans, service plans and budgets, supporting Emergency Management & Community Safety (EMCS) to keep community and citizen needs at the forefront.In this role, you will be responsible for delivering and managing a diverse range of high-profile projects that often result in policy or regulatory changes and involves working with operational areas and strategic partners. You will work directly with divisional leaders and partner agencies to ensure the safety strategies align with operations. Primary duties include:

  • Lead and manage strategic projects and programs including service plans and budgets, accountability reporting to support business unit results, deliver on new strategies and initiatives and contribute to achieving strategic Council objectives and direction.
  • Conduct research and business analysis by using qualitative and quantitative methods to assess service data, identify trends, gaps and opportunities and generate process changes or policy recommendations for senior management and Council.
  • Develop policies, guidelines, and recommendations as to the efficiency, effectiveness, and scope of business activities.
  • Build and maintain relationships, participate on committees and community-based initiatives.
  • Lead all aspects of the business unit strategic activities through project management activities including determining scope, engaging stakeholders, and assembling and leading project teams to report back through presentations and reports to senior management and Council.
  • Qualifications
  • A degree in Business, Public Administration, Planning, or a related field and at least 5 years of related experience in policy and program development and/or operational and strategic planning.
  • An understanding of municipal governance and operational processes with knowledge in a variety of long-range planning activities such as finance, business planning, capital asset planning, project management, and policy, guidelines, standards development.
  • Experience with report writing, project management, risk management, performance measures, and finance and client negotiation will be considered an asset.
  • Familiarity with EMCS services will also be considered an asset.
  • Well-developed research, analytical and problem solving skills combined with business and political acumen.
  • Strong communication and facilitation skills with the ability to influence others and build consensus.
