- Lead the end‑to‑end implementation and day‑to‑day management of government funding agreements, including contribution agreements, grants, and service agreements
- Own project plans, timelines, milestones, deliverables, and reporting schedules across multiple concurrent agreements
- Coordinate with internal teams to gather programmatic and financial data required for reporting and audits
- Ensure all funder deliverables are completed accurately, on time, and in line with contractual requirements
- Maintain organized, audit‑ready documentation and proactively manage risks, issues, amendments, and renewals
- Support Finance with revenue recognition, forecasting inputs, and funder‑related financial reporting
- Operate effectively during periods of high volume and time‑sensitive delivery, particularly as new agreements come online
- Manage day‑to‑day relationships with government funders and partners, serving as a key point of contact for active agreements
- Support funding renewals, amendments, and new funding opportunities by coordinating inputs, timelines, and submissions
- Prepare high‑quality written materials for funders, including reports, narratives, briefings, and presentations that synthesize complex programmatic, financial, and operational information
- Coordinate meetings and engagements with government offices, including preparation of materials and follow‑up actions
- Monitor relevant government programs and funding priorities to inform opportunity tracking and agreement management
- Collaborate across teams to ensure strong coordination across the funding lifecycle
- Identify process gaps and recommend improvements
- Contribute to improving tools and systems used to track agreements, deliverables and reporting
- Demonstrated experience managing or delivering government‑funded projects or agreements
- Ideally 3–6 years of relevant experience managing or delivering government‑funded projects or agreements; candidates with fewer years may be considered where they can demonstrate exceptional rigor, writing and synthesis skills, and ownership of complex, high‑volume deliverables.
- Experience with government funding mechanisms on the nonprofit or government side
- Strong project‑management and organizational skills
- Comfort working in audit and compliance‑driven environments
- Fully bilingual (English/French)
- Excellent communication and writing skills, with experience preparing government proposals, reports, and briefing materials

The role
The Government Funding Agreements & Delivery Specialist is responsible for the end-to-end management, delivery, and compliance of Windmill's government‑funded projects and agreements. Reporting to the National Director, Stakeholder Relations & Quebec, this role serves as the operational lead for a growing portfolio of government funding agreements, ensuring they are implemented effectively, reported accurately, and managed in full compliance with contractual and audit requirements.
The role is primarily delivery‑and‑project‑management focused, combining hands‑on ownership of funding agreements with relationship management and targeted government engagement. Policy awareness and analysis support the role but are secondary to execution, accountability, and funder satisfaction.
This position is ideally based in Ottawa–Gatineau to support federal government engagement and close collaboration with provincial and municipal partners.

Success also requires strong rigor, judgment, and writing skills, with the ability to synthesize complex information and manage a high volume of concurrent, time‑sensitive files effectively.
