POSITION PURPOSE

Reporting to the Program Manager, Systems Solution & Data Management, is responsible for the coordination and daily support of multiple technology projects; planning, scoping and development of Department project initiatives, goals, timelines and activities; gathering business requirements to assist in the delivery of process improvement initiatives; leads special projects and provides support to other Departmental teams for project planning and deployment of products within the Department; supports existing systems and the development of improved technological business processes for the Department; assists in the development of the Department's information systems strategy and architecture to meet business improvement plans and operational needs; develops business and operational processes for the Department; assists staff in the delivery of the information systems program and projects as related to the Department.


CORPORATE INFORMATION TECHNOLOGY GOVERNANCE

Departmental information technology functions work in close collaboration with Corporate Information Technology Services (ITS); consistent with the Information Technology vision and strategy; supporting the development and implementation of Information Technology initiatives, programs, processes, policies, and protocols.

Corporate ITS provides strategic ITS planning, direction and leadership across the Region.


MAJOR RESPONSIBILITIES

  • Leads and coordinates Department's technology projects from inception through execution following project management practices and industry standards.
  • Assists in leading and planning the implementation of Department's technology projects.
  • Facilitates the definition of project scope, goals and deliverables and works with management to develop full scale project plans.
  • Analyzes end user requirements, generates alternative approaches to information systems design, prepares system prototypes for user consultation and contributes to the design, development, testing, modification and implementation of systems.
  • Lead teams and utilizes scrum methodologies and agile principles for the efficient delivery of technology.
  • Coordinates specific assigned systems development and implementation activities including the preparation of the user requirements definition, systems analysis, general and details design documents, development prototyping and implementation.
  • Participates in planning and formulating Department strategic business improvement and systems initiatives for service improvements.
  • Assists management to develop and monitor Department programs and budget processes for business improvements and related systems and ensures processes are well executed.
  • Develops and maintains Department information strategy, architecture, technology and information master plans and makes recommendations to management.
  • Prepares reports, memos, letters, guidelines and other correspondence and conducts presentations to meet the Department's requirements.
  • Liaises with Branch and Departmental staff to share information regarding initiatives and other best practices and to ensure that services delivered meet policies, procedures and standards.
  • Performs other duties as assigned in accordance Branch and Department objectives.
  • May occasionally be required to respond to emergency situations outside of normal business hours, as related to the Departmental Emergency Plan.

QUALIFICATIONS

  • Successful completion of a University Degree in Computer Science, Information Technology or related discipline or approved equivalent combination of education and experience.
  • Minimum five (5) years demonstrated experience with information systems project management, including successful completion of technical projects.
  • PMP professional designation or CBAP professional designation required.
  • Experience in managing multiple projects and crossfunctional project teams.
  • Experience in creating all key project governance documents such as project charters, business requirement documents, functional and nonfunctional requirement documents, project schedules, project plans, communication plans, user acceptance testing plans, risk mitigation strategies etc.
  • Experience in developing and monitoring business plans and budgets for information systems programs.
  • Experience in gathering, analyzing and documenting business and system requirements, workflows, business processes, etc.
