    The Policy, Governance and Legislative Affairs team within the Executive Council Office is seeking a strategic and solutions focused policy leader who is interested in influencing and leading change, driving for results, building relationships, and growing policy knowledge and capabilities across our organization.

    We are a diverse team primarily responsible for working across GNB to deliver high impact priority proposals requiring Cabinet Committee approval.     What you will do: In addition to providing direct support for department proposals for government decision, this senior policy position will lead the development and implementation of corporate wide training initiatives that will strengthen policy capacity at various levels of GNB.

    You will:

    • Use critical thinking skills and challenge old ways of doing business
    • Plan, coordinate and lead policy and cross-disciplinary teams to develop policy, legislative and regulatory proposals, including priority files for Cabinet approval
    • Develop and maintain relationships with senior leaders across GNB
    • Provide advice, briefing materials and other recommended courses of action, including identifying risks and opportunities to senior leadership while ensuring deliverables are met
    • Provide input into strategic planning and results-based planning
    • Foster a strong community of practice across GNB's departmental policy teams

    Essential qualifications

    Post-secondary education

    University degree with a minimum 8 years progressively responsible and relevant professional experience or a graduate degree with a minimum 6 years progressively responsible and relevant professional experience in the field of project coordination, research, and projects which involve changes to regulations, legislation and policy. Areas of study include: Policy, Public Administration, Social Sciences, etc.

    Leadership and coaching

    • Coach and support leaders across GNB to advance knowledge of policy development, government decision making and public policy capacity
    • Identify and act on opportunities for partnerships, collaboration, and improvement across the organization in pursuit of improved policy capacity
    • Lead and support complex cross departmental legislative, regulatory and policy projects
    • Identify and integrate best public administration practices into policy proposals

    Policy Development Knowledge

    • Knowledge and experience leading and applying policy development, analysis, principles and techniques
    • Knowledge of government and legislative decision-making processes
    • Ability to assess the potential effectiveness of various proposals and to provide recommendations on policy and program changes
    • Strong analytical and problem-solving skills to analyze competing interests of stakeholders, interpret information and develop policies/solutions

    Communication, Relationship Building and Engagement

    • Strong oral and written communication, facilitation and presentation skills
    • Able to respond to issues, provide recommendations, and prepare reports, options papers and briefing materials
    • Consensus-building and negotiation skills to gain support for policy and program initiatives
    • Consultation, partnership and relationship-building skills
    • Provide advice and direction to policy teams to ensure a high quality proposal

    Research, Analysis and Evaluation

    • Evaluate policy submissions, using a variety of policy lenses, and collaborate with a number of subject matter experts to ensure high quality and complete analysis
    • Undertake research to develop strategies, policies and options as well as to assess qualitative and quantitative information in developing policy proposals
    • Evaluate the implications and impact of proposed policy changes and modify/make changes to mitigate identified potential risks

    Project Management Skills/Strategic thinking

    • Well-developed project management skills to plan/undertake policy projects, research studies or stakeholder consultation/engagements and lead, or contribute to, project teams
    • Strong ability to prioritize projects and readjust timelines and deliverables as required
    • Ensure proposals align with overall GNB priorities

    Salary:

    Pay Band 8 - $103,844.00 to $116,948.00 per annum
