Qualifications:

Essential:

  • A professional CPA designation with current and active membership in CPA Manitoba and CPA Canada, or a combination of education and extensive knowledge and experience in accounting and budgeting, financial management, analysis and comptrollership may be considered.
  • Extensive experience with financial forecasting, preparing budgets, annual reports and financial statements.
  • Experience implementing and overseeing a comptrollership accountability framework.
  • Experience in longrange capital asset planning and capital asset accounting policy, guidelines and planning frameworks.
  • Experience interpreting, developing and implementing financial and administrative policies, procedures and directives.
  • Experience supervising a large team including all aspects of human resources management (i.e. hiring, onboarding, coaching, performance management and supporting career growth).
  • Excellent analytical, problem solving and decision making skills, with the ability to anticipate impacts to internal and external stakeholders
  • Excellent organizational and time management skills required to manage competing deadlines in a fast paced environment.
  • Strong written communication skills with the ability to effectively communicate financial and non financial information in writing to a variety of audiences.
  • Excellent verbal communication skills including the ability to deliver technical financial information to nonfinancial individuals.

Desired:

  • Knowledge of the Public Sector Accounting Standards (PSAS)

Duties:


The Director, Financial Services directs, manages and controls the financial and comptrollership operations and services of the departments of Environment and Climate Change and Labour and Immigration, through: planning, analysis, and evaluation of all financial management and comptrollership systems; provision of advice to the Executive and all senior management throughout the departments; policy formulation, development and implementation; consultation and negotiation with Department of Finance and Treasury Board Secretariat staff; and participation in long term financial and organizational planning.

The Director is responsible for the effective allocation of human resources in the Financial Services Branch to fulfill priorities, projects, and meeting deadlines while still motivating all staff and ensuring staff are fully trained and prepared to carry out a diverse array of work.
