Description

Reporting to the Department Manager, the Contract Administrator is responsible for providing contract administration services on construction projects, and ensure that the contractor on the project performs the work in accordance with general conformance to the contract documents and relevant legislation and regulations.


Key Responsibilities:


  • Engage in Contract Administration duties including but not limited to, completing standard documents and reports (SVRs etc.), creating, negotiating, or updating schedules, monthly payment certificates, generating CNs/COs/CCOs/RFQ, generating or revising invoices, tender documents and summaries.
  • Fully understand the Construction Act and contract terms and conditions.
  • Complete site reviews, required documents and acceptance for substantial performance, project completion and final acceptance (end of warranty).
  • Notify the client for changes in the scope/budget and draft additional anticipated costs for review by department manager.
  • Administer QA/QC program for construction projects.
  • Organize and schedule meetings with contractors, subcontractors, owners, and developers.
  • Maintain contact with developers, contractors, owners and all parties involved with the assigned project.
  • Maintain contact with Inspector(s) to ensure daily tasks are completed, reports are saved to the server, and any site or administrative issues are resolved.
  • Ensure weekly progress updates are reviewed and sent to all stakeholders.
  • Review the Inspectors' documentation and inspections on a weekly basis.
  • Review Inspector tracked quantities for accuracy and use for contractor payments.
  • Provide information to the project manager for project tracking purposes.
  • Organize and support onsite inspection of construction work from initial stages through to completion, maintaining detailed daily logs and records of all work site activity.
  • Document work progress of contractors through site visit reports and photos, with the goal of ensuring that work meets contract specifications.
  • Review, track and stamp shop drawings and all project submittals and return to contractor.
  • Inspect and record accuracy of all material delivered to site to ensure conformance with tender documents.
  • When required schedule, communicate and track third party material testing subcontactors.
  • Review submitted reports and confirm that payment authorization is within the budget allowance.
  • Review completed work and materials used against the project budget.
  • Arrange for material testing at critical stages of construction.
  • Review and summarize the quality assurance testing.
  • Conduct constructability reviews and quantity take offs for tenders or approvals.
  • Diploma (3 year) in Civil Engineering Technology or equivalent.


  • OACETT Certification

  • C.E.T.
  • Minimum 5 years of experience providing some or all of essential duties and responsibilities as noted.
  • Valid G Drivers License.
  • Project Management experience.
  • Strong knowledge of Microsoft Word, Excel, and PowerPoint.
  • Strong knowledge of the Ontario Health and Safety Act and the Construction Act.
  • Ability to understand and interpret policy and legislation.
  • Solid knowledge of other legislation and regulations related to department functions, including contract/construction law.
  • Strong analytical, organizational, and problem solving skills.
  • Excellent work ethic and ability to work on several projects or issues simultaneously.
  • Excellent time management skills to meet project timelines.
  • Knowledge of principles and practices of construction tenders, Requests for Quotes and Requests for Proposals.
  • Strong knowledge of principles and practices of project management.
  • Excellent communication skills and the ability to answer questions from Clients and stakeholders in an informed manner.
