Under the supervision of the maintenance manager, the supervisor, infrastructure management, is responsible for the management and implementation of projects, repair, maintenance and improvement work in his sector of activity (work on the rail network).

He defines, plans, controls, coordinates and supervises the activities as well as the resources necessary to carry out projects and work in his sector.

Through his technical expertise, he is a key player in the implementation of the asset management policy which aims to ensure the sound management and sustainability of the Port of Montreal's infrastructures.


Ensure the sustainability of the infrastructure and equipment of the MPA rail network

  • Ensure the longevity and evolution of MPA infrastructure and equipment by developing, implementing and executing an inspection and preventive maintenance program. Identify and propose maintenance projects to be carried out in order to ensure the integrity of the facilities.
  • Coordinate the activities of internal and external resources responsible for inspecting, repairing and improving the MPA's infrastructure and equipment, ensuring compliance with deadlines and the allocated budget.
  • Analyze infrastructure inspection results, recommend and initiate work or corrective work programs to be carried out to ensure the sustainability of the MPA infrastructure park.

Supervise and manage the members of his team of blue collar employees

  • Evaluate the individual performance of employees in his department, initiate and participate in the disciplinary process, as needed.
  • Participate in the recruitment process.
  • Ensure the development of the expertise of the team
  • Distribute and assign work among team members.
  • Approve leave or vacation requests and schedule replacements.
  • Approve timesheets
  • Ensure the health, safety and wellbeing of its employees at work.
  • Ensure compliance with the collective agreement.

Support project design and planning

  • Participate in the selection of projects retained in the business plan.
  • Identify needs and participate in the design of plans, specifications and specifications used in the preparation of tender documents for the purchase of equipment and the completion of work.
  • Analyze and define needs with all stakeholders both internally and externally;
  • Prepare mandate descriptions for the awarding of contracts to consultants for study and design services;
  • Read the studies, drawings and specifications and issue comments;
  • Perform and validate cost estimates for professional services and work submitted by consultants.
  • Determine jointly with the procurement team the tendering strategy.
  • Participate in the analysis of the bids received and the recommendation for the awarding of contracts.

Supervise the realization of projects and maintenance work of his team

  • Plan and coordinate the activities of internal and external resources assigned to projects and maintenance work (including snow removal), in collaborative mode in order to minimize the impact on MPA operations and with a view to respecting costs, timelines and quality of work.
  • Ensure the smooth running of the work:
  • Ensure the coordination of the works with the current operations of the MPA (implementation of projects, port logistics operations, etc.) in order to minimize the impacts;
  • Ensure the compliance of the works with the specifications (respect of budgets, deadlines and technical quality);
  • Recommend changes or adjustments to be made in the execution of the work, if required;
  • Ensure compliance with environmental standards, develop and implement working methods in accordance with the principle of sustainable development;
  • Ensure compliance with the health and safety rules in force in accordance with the project management framework program for all stakeholders.
  • Estimate the progress of work by contractors on a monthly basis, analyze and comment on the cost estimates produced by the consultants as needed and certify the amounts payable.
  • Approve change requests and justify cost variances.
  • Perform a project closure report.
  • Ensure compliance with the collective agreement.

Qualifications

  • Bachelor's degree in engineering or college diploma in engineering.
  • Minimum of 10 years of work experience in the maintenance of railway installations and in the management of unionized teams.
  • Hold the certifications or have taken the following courses:
  • ASP card (CCQ);
  • WHMIS;
  • Work in a confined space, at height;
  • Slinging;
  • Any other relevant certifications.
  • Be familiar with construction standards (CCDG, BNQ, AREMA, CSA);
  • Experience in snow removal operations on the rail or road network (an asset);
  • Mastery of the Office suite.
  • Experience with CMMS software.
  • Autonomy and skills for project management and teamwork
  • Bilingual and good communicator both orally and in writing.
