Job Summary:

Education:


  • Postsecondary degree in Economics, Planning, Business, Public Administration, Finance, Business Administration or other relevant discipline.
  • An equivalent combination of education, experience and qualifications may be considered.

Knowledge:


  • Minimum of 10 years of progressive experience in strategic management, policy analysis and development, government relations, modeling and analysis and project management.
  • Previous related experience working in a municipal environment is preferred.
  • Previous experience engaging with committees, councils or boards is preferred.
  • Adept at building effective relationships both internally (Council and Regional staff at all levels) and externally (other levels of government, external organizations and the public).
  • Knowledge and understanding of: i) legislative processes at various levels of government, ii) municipal approvals; functions, priorities and key interested parties, iii) development processes and industry approaches; trends, objectives and risks and iv) proformas; preparation and analysis.
  • Highly developed research, writing and analytical skills.
  • Proven ability to understand and interpret legislative policy and regulations.

Responsibilities:


_ Serves as strategic lead, responsible for directly supporting identified Council strategic priorities and delivering key corporate initiatives.

  • Provides strategic review, analysis and recommendations regarding assigned strategic priorities and/or corporate initiatives.
  • Undertakes risk and sensitivity analysis, along with identification of potential mitigation strategies.
  • Assists in negotiation of partnerships, including but not limited to formalization by way of contracts, MOU's, and/or agreements.
  • Ensures initiatives and resulting solutions are compliant with relevant policies and legislation.
  • Identifies opportunities to enhance related policies and processes affecting the corporation.
  • Leads seamless communication between project teams, internal business units, and agencies throughout the planning, implementation and reporting processes.
  • Manages advancement of activities established with key federal/provincial agencies, related to the delivery of key corporate priorities.
  • Identifies opportunities to enhance strategic linkages within the organization and ensure consistency between corporate initiatives.
  • Engages with external parties, including collaborating with agencies (both public and private) and/or relevant industry partners, to advance Regional priorities.
  • Provides counsel with regard to emerging trends, new or changing legislation, and highly complex or sensitive issues, including recommended actions and solutions.
