Description

Reporting to the Associate Director, Payroll and Global Mobility, the International Payroll Lead will contribute to the successful payroll delivery and advisory for an assigned business portfolio.

The incumbent will partner with key internal and external stakeholders on bi-weekly payroll processing for salary and hourly employees (unionized and non-unionized), completion of annual statutory payroll compliance, payroll audits, and pension/benefit payroll deliverables.


Accountabilities:

Manage payroll for the following jurisdictions by ensuring accurate payroll processing, tax set-ups and compliance: USA, Australia, Singapore, France, Germany, Luxembourg, Netherlands, UK
Advise on Canadian payroll to ensure proper coverage on the team, as needed
Oversees processing of all expatriate payroll
Validate employee and employer payroll liabilities and payments and reconcile payroll prior to transmission and validate confirmed reports

Oversees year-end payroll activities for assigned portfolio including processing of incentive payments, sourcing calculations, tax slips and other government reporting, RRSP deferrals, etc.

Provide positive and constructive feedback to employees while balancing ownership and continuous improvement
Identify and resolve payroll issues and regulatory risks inhibiting payroll service delivery attributed to the HR calendar, system issues, third parties' queries (e.g., government, courts of justice), or vendor issues by understanding regulation and industry standards
Keep up-to-date with technical expertise and knowledge on existing and emerging payroll trends, legal, regulatory or governmental requirements applicable to OMERS ((e.g., wage and hour, garnishments, tax matters, 401(k) and other benefit deductions)
Manage internal/external audit requests and government agencies
Develop tactical plans for optimizing resources and assets being managed within the payroll team
Manage and report on the performance of the team; set appropriate performance objectives for direct reports and hold them accountable for achieving these; take appropriate corrective action where necessary to ensure the achievement of team's business objectives
Participate actively in the development and nurturing of networks and relationships internally and externally to support successful implementation of initiatives
Contribute to stakeholder engagement by finding out their needs/issues/concerns and reacting to these by arranging meetings and events and drafting supporting materials to promote understanding and commitment
Establish‌ ‌a‌ ‌process‌ ‌for‌ ‌monthly‌ ‌and‌ ‌transactional‌ ‌control‌ ‌reviews‌ ‌to‌ ‌ensure‌ ‌payroll‌ ‌processes‌ ‌are‌ ‌compliant‌ ‌with‌ ‌established‌ ‌department‌ ‌internal‌ ‌controls‌ ‌
Review existing operations in own area of work and implement innovation processes to generate new ideas and ensure continuous improvements are delivered
Ability to research technical information to draw appropriate conclusion


Skills & Experience:

Minimum of 7 years payroll experience preferably with Ceridian, SDWorx, Ascender, AussiePay as well as Workday
Strong knowledge of Compliance / legislation for jurisdictions under purview
Undergraduate degree and PCP and/or CPM Certification
Expert knowledge of payroll taxes and calculations for the various tax implications, including statutory, legislative and regulatory requirements
Extensive experience processing payroll in a unionized and non-unionized environment
Excellent organizational skills, attention to detail and ability to multi-task under tight deadlines
Excellent interpersonal and time management skills for dealing with all employees within the organization and building external relationships with auditors
Self-starter able to work independently with mínimal supervision
Excellent verbal and written communication skills in English.
