POSITION


Champlain College Saint-Lambert, a constituent college of Champlain Regional College, is seeking the services of a regular full-time
COORDINATOR, HUMAN RESOURCES.



FUNCTIONS


Reporting to the Director of Champlain College Saint-Lambert, and working in close collaboration with the Champlain Regional College HR Director and managers in pedagogical and administrative areas, the incumbent will be responsible for the management of the Human Resources department at Champlain College Saint-Lambert.

In particular, the Coordinator will manage the front-line provision of human resource services to employees of Champlain College Saint-Lambert and will act as the primary College spokesperson with respect to the labour relations, disciplinary, professional development and staffing dossiers at this Constituent College.


MAIN RESPONSIBILITIES

The incumbent will be responsible for the following areas:

Labour relations

  • Act as the primary voice for the administration at the three labour relations committee meetings (faculty, professional and support personnel).
  • Communicate in a timely manner with the presidents of the respective local unions to address concerns and seek mutually acceptable resolutions where possible.
  • Taking into account jurisprudence and local practices, devise strategies and advise members of management on addressing formal grievances and, as necessary, prepare these managers for arbitration hearings.
  • Address, in a timely manner and in accordance with the relevant policies and collective agreements, non-academic complaints against employees, ensuring the College fulfils its legal obligations in these matters.
  • If required, act on behalf of the College, in cooperation with the employee's supervisor as deemed appropriate, in the imposition of disciplinary measures on unionized personnel.

Recruitment, Orientation and Integration

  • Participate in the selection of managers.
  • Collaborate with the Director of Champlain College Saint-Lambert and other management personnel in the analysis and, if necessary, restructuring of local services.
  • Responsible for the production of staffing plans for Champlain College Saint-Lambert.
  • Oversee the selection processes for faculty, professional and support personnel, and provide an orientation and integration program for all non-teaching personnel.
  • Responsible for the ongoing implementation and improvement of recruitment, orientation and integration practices.

Other

  • Participate in the creation and revision of local College policies and procedures. Ensure local HR policies and procedures are in conformity with Regional College bylaws, policies and procedures.
  • Responsible for the managing HR budget.
  • Act as the Champlain College Saint-Lambert representative on non-teaching professional development committees, the Health and Safety committee and other committees as required by the Director.
  • Implement the procedures for the collection and transmission of employee information to the Director of Human Resources at Champlain Regional College Administrative Services with respect to payroll and benefits, EAP, CNESST, insurances and pensions, and classification, in addition to statutory and/or ministerial reporting.

QUALIFICATIONS

Education


Undergraduate degree in an appropriate field of specialization such as Industrial Relations, Human Resources, or Law with a certificate in Human Resources.


Experience
Minimum of five (5) years of experience in labour relations and management in a unionized environment.


Other

  • Effective communication skills in both English and French, oral and written.
  • A thorough knowledge of the CEGEP system including the faculty, professional and support staff collective agreements, would be considered an asset.
  • Demonstrated professionalism, discretion and respect of confidentiality in management of all matters.

SALARY RANGE Commensurate with qualifications and experience in accordance with the Policy for Management Staff within the scales decreed by the Ministry for Class 7 from $84,101 to $112,133 per annum.
