Key Job Functions:
- Plans and directs the activities of the Subway and SRT Track section ensuring efficient and effective inspection, maintenance, replacement and construction of subway and SRT track work. in accordance with Rail Maintenance of Assets Policy;
- Solving maintenance and rehabilitation problems that not only rehabilitate and maintain to current standards but improve techniques, so that reliability reaches the higher levels required by increased ridership levels associated with automatic train control systems (ATO);
- Ensuring the safety of subway and SRT track systems through a comprehensive inspection, defect documentation and maintenance process;
- Establishing and maintaining good safety practices as well as ensuring that all work is carried out with due regard for applicable health and safety regulations and legislation;
- Developing and implementing plans and procedures for the inspection, maintenance, replacement and construction of track work;
- Developing short and long term plans, determining priorities and coordinating work programs to ensure safe, timely and cost effective maintenance, replacement and construction of all track work, road bed and right of way;
- Ensuring that the department's track procedures, work methods and job briefings are developed, implemented, followed and kept uptodate in accordance with appropriate industry standards;
- Meeting with supervisory staff on a regular basis to provide advice and guidance, and reviewing/inspecting work in progress to ensure that established standards are met;
- Coordinating section activities with other sections of the Department and the TTC, particularly in the joint use of workcars and equipment;
- Responding to emergency or unforeseen demands by adjusting activities, schedules and workforce; ensuring that contingency plans are in place in the event of emergencies and that properly trained personnel and appropriate resources are available to respond on a timely basis for the effective restoration of normal operations;
- Providing technical advice on track maintenance inspection and rehabilitation work;
- Keeping abreast of changing technology in track construction, maintenance and repair;
- Developing and implementing track maintenance policies and procedures;
- Preparing various reports and recommendations related to areas of responsibility;
- Ensuring timely resolution of track problems and dealing with emergency situations to minimize interruptions to subway service operations;
- Monitors and controls the Track operating and capital budgets.
- Participating in the preparation of the section's budget submission; preparing reports relative to budget items (i.e. explaining variances, providing cost estimates, etc.);
- Effectively manages the Subway and SRT Track section's human resources and ensures the optimum utilization of all its employees
- Representing the Department in dealings with government agencies, contractors, tenants and public utilities;
- Performs related duties as assigned;
- Participation in the TTC Customer Service Ambassador Program;
