    The Health Workforce Strategy and Policy (HWSP) branch is responsible for the development and implementation of health workforce strategies. This role is for someone who thrives in an innovative, results driven team. We guide strategic advancement of health workforce programs and frameworks to achieve a high quality, accessible sustainable health system. We collaborate closely with partners across the system and advance innovative approaches that are responsive and solution -focused to meet evolving department needs. The branch has three units (Health Workforce Data Analytics and Reporting, Health Workforce Research and Programs and Health Workforce Strategic Policy, Implementation and Coordination), all work collaboratively to provide the health workforce information that government needs to inform its health workforce related planning and decision making. We provide strategic and policy advice as well as manage programs to optimize Alberta's health workforce supply.

    The Manager of Strategic Policy is responsible for the integration and co-ordination of the Health Workforce strategic documents such as Health Workforce reports, forecasts, progress evaluations, and prioritizing workforce initiatives. This includes iterative versions of a multi-stakeholder co-ordinated Health Workforce Strategy and high-priority mandate items with tight timelines.

    Role Responsibilities

    Reporting to the Director of Strategic Policy, Implementation & Coordination, the Manager will provide leadership in the development of policy to support the Ministry priorities and strategic directions for the provincial health system with regards to a Provincial Health Workforce Strategy and action plan.

    Responsibilities
    Provide leadership and expertise to develop policy, strategies, and actions to advance the Ministry's commitments for Health Workforce Planning and Policy:

  • Lead and manage research, policy and strategy development, and related activities in support of Ministry Health Workforce and Planning and Policy priorities.
  • Co-ordinate the development and implementation of strategic planning with regards to Health Workforce and Planning and Policies across the health system.
  • Support effective communication strategies for significant announcements related to Health Workforce and Planning of the provincial health system.
  • Co-ordinate issues management processes to be pro-active where possible, timely, and comprehensive.
  • Work with colleagues in health care (e.g., colleges, labour organizations etc.) to co-ordinate work on the Provincial Health Workforce Strategic Plan and action plan.
  • Support the development of communication materials to inform and educate internal and external stakeholders, including Ministerial correspondence to the general public.
  • Review and/or prepare updates and briefings on projects for the Director, Executive Director, Assistant Deputy Minister, Associate Deputy Minister and liaises with Communications and Public Engagement to produce briefings, announcements, etc.
  • Collaborate with Unit and Divisional colleagues to ensure health standards, evidence-based practices, quality, and access initiatives are incorporated into policy.
  • Provide consultation and advice to internal and external stakeholders on HWP policy in alignment with the Government of Alberta's priorities and directions for the provincial health system.
  • Oversee policy development:

  • Oversee policy and/or legislative reviews and/or revisions, related to HWP priorities within the Ministry.
  • Review work in Canada and internationally to understand trends, innovations, and models of HWP related o health care.
  • Create and build networks across multiple internal and external stakeholder groups to inform the development of policy advice, strategies, and research.
  • Assist in data collection, analysis, and reporting on acute care health outcomes to inform policy and strategy development, in collaboration with internal program leads and external stakeholders.
  • Ensure linkages and integration of projects with other relation policy initiatives.
  • Plan, organize, and participate in meetings with internal and external stakeholders.

    Manage relationships to advance key HWP priorities:

  • Build and sustain strategic networks with internal and external stakeholders.
  • Link the HWP priorities with existing initiatives in the Ministry or across government.
  • Represent the Branch, Division, or Ministry on cross-ministry committees.
  • Identify contacts and linkages for unit staff to follow-up with, and to engage in their work.
  • Engage executives and staff in business/operational planning, progress monitoring and evaluation, and communications.
  • Collaborate with fellow Branch leaders in the Division to advance and deliver on the priorities of the Division and to sustain information sharing and communication mechanisms.
  • Support the Director in leading Unit operations to achieve strategic, business, and operational goals:

  • Lead and support decisions regarding planning, coordination, and integration to move initiatives forward and develop procedural and operational frameworks for the Department.
  • Manage day-to-day Unit operations of direct report team members. Foster cross-training and professional development among team members to increase team capacity.
  • Support Unit budget activities.
  • Act on behalf of the Director, Senior Managers, Manager's during absences.
