Manager of Financial Services
[Regular full-time]


Reporting to the Chief Financial Officer, the Supervisor of Financial Services manages the overall accounting and reporting functions of FACS ensuring compliance with sound financial accounting practices.

The Supervisor of Financial Services will oversee payroll, general ledger, reconciliations, taxation, financial reporting and audits.

The Supervisor of Financial Services will monitor and ensure adequate internal controls to provide reasonable assurance that assets are protected and results are stated properly.


Key Duties:

Finance Services Management and Monitoring

  • Plans and coordinates all accounting operations, financial processing and financial systems
  • Implements and ensures appropriate internal control systems and risk management plans
  • Ensures compliance with financial legislation, policies, procedures and adheres to various funding agreements
  • Ensures General Ledger integrity and monitors compliance with the approved budget
  • Provides direction and management of the financial/accounting system
  • Ensures that the chart of accounts, standards and procedures maintain proper financial accountability
  • Provides recommendations for the department of efficient and effective use of financial and payroll software
  • Manages the agencies fixed assets, maintaining an inventory
  • Assists in monitoring purchasing and procurement activities for compliance with sound procurement practices and ministry directives
Financial Reporting

  • Ensures timely financial analysis and reporting
  • Plans and oversees the preparation of all financial reporting outputs
  • Ensures timely and accurate filing of all corporate returns
  • Oversees the external audits including preparation of the various yearend reports e.g. annual financial audit, Canadian Revenue Agency (CRA) audits
  • Maintains the financial system up to and including the production of financial statements, ensuring all entries are complete, balanced and properly authorized
  • Completes and distributes budget variance analyses
  • Assists the Chief Financial Officer in all reporting to MCCSS and other external bodies
Payroll & Benefits

  • Oversees the preparation and distribution of all components of payroll to ensure a timely and accurate delivery of service
  • Implements and ensures mechanisms for cost monitoring, reporting and legislative compliance
  • Oversees compliance for the deduction and remittance of all statutory deductions and employee benefits
  • Ensures the preparation and filing of required reports to government agencies and other organizations to include annual reconciliations for mandatory reductions
  • Oversees yearend activities, including CRA yearend reporting, T4 and T4A information and summaries
  • Evaluates, analyses and provides recommendations to manage financial and corporate risk within employee and client group benefit plan(s)
  • Participates in negotiation with group benefits provider(s)
Supervision/Leadership

  • Manages recruitment, performance evaluation, coaching, discipline and termination where necessary ensuring accordance to Human Resources policy and within the context of the collective agreement
  • Oversees staff orientation, learning and development plans and ensures accordance to FACS policy, procedure and guidelines
  • Conducts annual performance appraisals that support staff in establishing and attaining performance goals
  • Works in and ensures that staff work in a manner consistent with the requirements/regulations of the Occupational Health and Safety Act, and FACS policy and procedures
  • Manages attendance according to policy
  • Exemplifies and inspires behaviours, actions and attitudes that are consistent with FACS vision, mission and values
  • As a member of the Management Team, participates in the development and successful implementation of the Strategic Plan
  • Provides leadership for the operational success of the financial services and accounting team, and provides supportive leadership through periods of change
  • Provides advice on financial services issues and challenges to both senior management and/or FACS employees
  • Articulates and constantly monitors key metrics of the team to assess their efficiency and effectiveness to ensure the highest level of service is being provided
  • Reviews, assesses and/or has input into policy and programs that best meet the needs of the department
  • Provides leadership to designated work groups, programs and/or committees
  • Represents FACS in OACAS and joint CAS community committees; participates on committees as required
Relationship Management

  • Represents the agency in conferences and meetings
  • Develops and maintains collaborative relationships both internally and externally to ensure the most effective services are provided
  • Manages the effective and efficient distribution and utilization of team staff members based on the established productivity levels, program goals and guidelines that ensure continuity in the provision
