Tasks / Responsibilities:
- Provide strategic team leadership to a team of 4 unionized nonmanagement employees on the Screening & Clearance portfolio
- Utilize and validate Best in Class screening concepts and practices within our program
- Investigate, comprehend and interpret various provincial and federal requirements and regulations related to Government of Canada PSPC (Public Services Procurement Canada), Controlled Goods Directorate, CSE (Communication Security Establishment), etc.
- Develop and update program documents including policies, directives, and procedures to ensure compliance requirements and industry best practices
- Influence and engage the appropriate individuals to support program development
- Develop and implement new processes as identified from time to time
- Be the liaison and provide governance on Screening concepts between various crossfunctional teams
- Create and manage controls for business case inputs to ensure endtoend consistency of benefits
- Implement change management practices
- Effectively manage overlapping tasks and projects to identify risks and meet corporate strategic objectives
- Work closely with internal teams such as HR, Value Creation, Internal Audits and Employee Services to deliver best in class service while reducing risk to the Corporation.
- Work with existing external vendors providing service to Bell and manage appropriately
- As a key member of the GRC (Governance Risk and Compliance) team provide key input on Screening and Government Clearances aimed at reducing risk to the Corporation.
- Prime aCSO (alternate Company Security Officer)
- Various administrative duties such as monthly billing, scheduling for direct reports, etc.
- Partner with the Union (Unifor) in all matters required and within the Collective Agreement in effect.
Tasks / Responsibilities:
- 5 years of experience in employment screening and/or Government clearances.
- Demonstrated leadership experience in managing complex internal and external relationships, in a multitasking environment
- Extraordinary interpersonal relationship and communication skills, and professional decorum during times of high stress or conflict
- High level of moral responsibility in terms of professionalism, integrity and dedication to the company
- Proven change agent
- University degree and/or relevant experience
Critical Qualifications:
- Top Secret III Federal Government Clearance required (or the ability to obtain one)
- Exceptional verbal and written skills (English and French)
- Previous staff management experience in a Leadership or Coach role
- Proven interpersonal skills including ability to work independently and as a team player
- Experience in working with direct and virtual teams
- Ability to recognize opportunities through proactive and "out of the box" thinking
- Proven skills in planning, organizing and prioritizing
- Ability to establish priorities and execute in a fast paced changing environment
- Ability to understand complex dynamics of working with multiple stakeholders with divergent interests
- Knowledge of Government departments and programs such as PSPC, Controlled Goods, ITAR, CSE, RCMP Security principles, etc.
Preferred Qualifications:
- Experience in Employment Screening and/or Government clearances, or an equivalent field.
- Experience in Physical Security Access Management
- Experience in large corporations or government agencies
- Previous experience as aCSO and/or D.O. (Designated Official)
- Effective budget management skills
Additional Requirements:
- (EN) Bilingualism required:
- In the course of their duties, this person will be required to interact with French & English speaking stakeholders across Canada
- As part of the job, this person will be required to produce documents in French & English.
Adequate knowledge of French is required for positions in Quebec.
