Job Summary

The Program Manager at Phoenix Society is a member of the integrated services team.

In line with the overall purpose of facilitating the capacity building of participants to maximize their community reintegration and supporting residents who are transitioning out of Federal Correctional Institutions, the Program Manager is accountable for:

client supervision and monitoring, assessing public risk and client needs, client support, community building with Corrections Service Canada, local police and other external partnerships.

The Phoenix Society is a multi-service agency located in the Lower Mainland of British Columbia dedicated to providing accessible services and opportunities to people who face barriers related to addiction, mental health, housing, education, criminal justice involvement and/or employment.

The Residential Support Worker works as part of the integrated services team combining clinical addiction services and supportive housing programs.

Scope and Purpose

The Rising Sun Manager manages and plans the day-to-day operations of the Phoenix Society's programs housed in the Rising Sun building and is accountable for:

  • Program management
  • Facility management
  • Financial management of approved program budgets
  • Human resource management
  • Case management
  • Community relations, and
  • Quality assurance
Work Performed

Program Management

  • Takes a lead role in ensuring that the operations of the Correctional Housing Programs achieve a consistent high quality of services, programing, accountability, security and infrastructure that meets and exceeds requirements.
  • Formulates or recommends changes to policy and procedures as needed in coordination with the Senior Management Team.
  • Develops tools and systems to educate residents on and promote adherence to policies and procedures; and advances a sense of responsibility and ownership in residents for their role in maintaining their homes and common areas and good neighbor relationships with others.
  • May facilitate groups and/or meetings with residents in the programs.
  • Provides nonjudgmental crisis counseling and ongoing support, advocacy and referrals to residents.
  • Identifies, monitors, and responds to problematic behaviours to ensure safety and a comfortable environment for residents.
  • Leads on assessing and responding to critical issues such as suicide, and mental health issues, depression, etc.
  • Authorizes notices to end residency in cooperation with appropriate resources when needed.
  • Promotes positive resident involvement in integrated services programming including education, employment, nonformal education, leisure and recreation programs.
  • Supervises incoming and outgoing inspections and reporting.
Facilities Management

  • Promotes and maintains a welcoming environment; welcoming residents, guests and staff to our facilities
  • Directs and plans essential services such as reception, security, maintenance, mail, archiving, cleaning, waste disposal and recycling ensuring that the buildings meet all health and safety requirements;
  • Oversees administration and allocation of keys and security swipe cards and other building security and fire safety procedures for residents in cooperation with the Events and Operations Manager.
  • Oversees an effective risk management and risk reduction program for the Society's correctional housing programs
  • Responds to, and when needed, manages crisis or emergency situations including utilities and communication interruptions, fire, floods, break and enters, earthquake, etc.
  • Prepare keys, security fobs and input data into intercom security system; liaise with staff (intercom security company) and IT for troubleshooting when system down.
  • Answer calls for property issues from residents or liaise with Assistant Manager on site.
  • Connects with Property Managers to go over upkeep of grounds with contractors; ensuring lawns and trees watered on schedule.
  • Ensure proper equipment available for volunteers to do outdoor watering, property maintenance; ensure storage lockers are being used according to rules.
  • Answer enquiries for potential home ownership
  • Continuous marketing of home ownership to potential buyers
  • Member of Strata Counsel representing Phoenix Society; attend Strata meetings, collect and send in agenda items to Property Manager
  • Coordination of the Social Innovation Centre and Community Garden.
Financial Management

  • Assists in preparation of budgets and work scopes in coordination with Manager of Events and Operation for contracted maintenance activities.
