The Role

Manages the corporate fleet management program (approximately 850 vehicles including Police, excluding transit), including policy and procedures, asset management, capital replacement planning, procurement and acquisition, motor pool and remarketing, preventive maintenance planning and repair, quality assurance and service standards.


  • Duties/Responsibilities
  • Supervises a Fleet Maintenance & Operations Supervisor and a Fleet Planning & Performance Supervisor. Indirectly supervises additional unionized administrative and operations staff. Provides recommendations and technical assistance/advice to Regional and Police Services management and staff.
  • Administers contracts with vendors and contractors. Contacts contractors and vendors to discuss repairs, work performance, scheduling, negotiations, costs, and other service requirements.
  • Exchanges information with other municipalities and government agencies.
  • Manages vehicle and equipment 10year capital replacement plan, and budget reserve.
  • Manages procurement and acquisition strategy and activities. Evaluates and oversees recommendations on vehicle/equipment solutions to clients, to ensure alignment with legislation, functional requirements, and corporate strategic initiatives. Collaborates with Finance and clients on same. Manages audit and warranty programs.
  • Prepares short
- and long-term business strategies, performance management initiatives, and quality assurance programs to maximize productivity and cost-effective service to clients.

  • Manages policy and procedure development and compliance. Collaborates with health and safety, other management programs/staff, and clients on same. Ensures corporate compliance with related policies, procedures, initiatives, and legislative regulations.
  • Manages preventive maintenance and repair programs.
  • Manages the fleet management information system (FMIS), including fuel system data interfaces.
  • Develops and administers service level agreements with clients. Works with Finance to assist with incorporation into client operating budgets. Researches, develops, and negotiates rates for services, including fee structures.
  • Manages the corporate fleet motor pool, including vehicle redeployment programs, and short and long term rental/leasing agreements. Manages equipment rental programs to support clients needs for speciality vehicles and equipment.
  • Provides expertise, recommends, and implements initiatives to reduce carbon emissions for fleet vehicles and equipment. Develops and implements environmentally sustainable shop practices and procedures.
  • Collaborates with internal and external clients, and assists same by providing needs analysis, evaluation, and reporting. Responds to escalated client service related complaints.
  • Manages legislated vehicle and equipment inspections. Liaises with ministries and Police regarding regulatory standards.
  • Manages testing and studies using new technologies, products, and equipment.
  • Manages a 24hour fleet emergency service response program.
  • Prepares and administers operating and capital budgets for the Section, as well as asset planning and maintenance budgets for approximately 850 vehicles and other equipment. Authorizes purchase orders and invoices and holds a purchasing card.
