Objective:

The
Highway Maintenance Superintendent **ensures that all performance requirements on the Ministry Directed Maintenance Contract (MDMC) are met.

This includes optimizing allocation of resources (people and equipment) across all operations to enhance efficiency and utilization as well as control costs; developing and maintaining favourable relationships with customer (MTO) reps; providing day to day coaching and allocating tasks to Forepersons; assisting the Operations Manager to ensure the team has the resources and training required to fulfill the contract.


Roles & Responsibilities:


  • Promote Miller's Living Goal Zero Safety Program in all activities and engage in safe work plan development, hazard assessments, and mentorship with crew
  • Utilize HCSS HeavyJob and JD Edwards Accounting systems to monitor costs and understand cost allocation across different performance requirements of the contract and identify ways to control costs
  • Promote, lead, and execute a Safety-First culture for all employees, subcontractors, and consultants in compliance with Miller(HSE) polices and contractual HSE obligation for the staff and public
  • Ensure work completed meets quality standards, and preparation and submittal of required reports, documentation and logs are completed
  • Oversee the approval of daily production records and reporting on work progress, these include, but not limited to:
  • Daily quality control inspections and checklist
  • HSE inspections and reports
  • Project specific forms/inspections/tracking as required
  • Review log with Forepersons to ensure accuracy of reported items and provide guidance to them on managing budgets
  • Develop in partnership with the Operations Manager, the macro contract scheduling to assess the timing and procurement of labour, equipment and materials required in the performance of the contract
  • Assist Operations manager with implementation and completion of Inscope capital improvement program
  • Identify and recommend operational efficiencies to enhance the financial performance of the contract
  • Maximize revenues from sources external to the Maintenance Contract
  • Monitor actual versus budgeted costs and revenue and recommend operational adjustments to Operational Manager
  • Prepare monthly status reports, monitor equipment usage and analyze equipment costs and utilization reports
  • Manage Emergency Jobs within the contract area on short notice
  • Support an inclusive employee relationship culture and be accountable for adherence to policies that ensure a respectful and inclusive work environment
  • Maintain a strong functional team through instruction, training, coaching and team building

Qualifications and Requirements:


  • Postsecondary degree/diploma in a related field, or equivalent work experience
  • Experience in the highway maintenance and/or road construction industry including significant budgetary and supervisory responsibility will be an asset
  • Minimum 5 years of supervisory experience
  • Sound financial knowledge of accrual accounting and budgeting
  • Demonstrated knowledge of OTM Book 7 traffic control
  • Indepth knowledge of the applicable OH&S legislations and MTO specifications
  • Exceptional ability to multitask in a dynamic and fast paced environment
  • Superb interpersonal, leadership, and communication skills
  • Proficient computer skills in MS Office (Outlook, Excel, Word, etc.)
  • Must maintain a valid Class G Driver's License, DZ will be considered an asset
  • Ability to work the maintenance schedule which may include weekends and/or night shift
