POSITION PURPOSE


Reporting to the Program Manager, Transit Fleet is responsible for providing technical support to the Transit Branch to ensure that contractors are maintaining transit vehicles and related equipment in accordance with contract specifications and quality standards on a variety of vehicles for Conventional, Mobility Plus, and Bus Rapid Transit, including mechanical inspections and assessment of assigned vehicles and auditing of contractor mechanical work, documentation and legislated certifications.


MAJOR RESPONSIBILITIES

  • Performs quality assurance checks on mechanical, electrical, hydraulic and pneumatic systems, subsystems, contractor inspections and body repairs conducted by contractors on a variety of vehicles for Conventional, Mobility Plus and Bus Rapid Transit, to ensure compliance to MTO requirements and OEM mandated maintenance programs to ensure the vehicle is properly maintained.
  • Prepares reports detailing the Q/A findings and makes recommendations on areas of improvement.
  • Performs quality assurance checks on various overhaul and refresh programs, including but not limited to engine/transmission mechanical refresh, air conditioning overhaul, drive axle overhaul, bus repainting and branding, AODA compliance program, midlife bus body and mechanical overhaul programs.
  • Inspects and assesses condition of structural components on vehicles and assists in the preparation of tender documents for repair of equipment.
  • Conducts mechanical analysis of designated vehicles in fleet and reports/recommends to the Supervisor, vehicles that need to be retired and vehicles that require structural refurbishing in keeping with the approved Business Plan and Budget.
  • Develops preventative maintenance procedures and inspection check sheets for scheduled, legislated and seasonal inspections for vehicle fleet types and develops quality assurance programs to outline the process for measurement, evaluation and tracking sheets, for approval by management.
  • Receives and analyzes various reports on a daily, monthly, and annual basis and calculates compliance to performance based contract measures related to fleet items.
  • Tabulates financial penalties and incentives based on performance based contract measures.
  • Participates in the research, testing and evaluation of new vehicle products and technologies including emission reduction devices, alternative fuels, fare technology, video surveillance, etc.
  • Tests and analyzes existing vehicular components and accessories including fare boxes, electronic destination signs, exit and entrance door safety systems, accessibility system safeguards, and ITS equipment on a scheduled and random basis.
  • Responds to major accidents involving transit vehicles, assesses the mechanical fitness and subsequently reviews maintenance documentation of involved transit vehicle.
  • Coordinates further testing of failed mechanical components, which has contributed to an accident, at an authorized testing facility in consultation with the original equipment manufacturer.
  • Performs other duties as assigned to meet Branch and Departmental objectives

QUALIFICATIONS

  • Successful completion of a twoyear Community College Diploma in a technical discipline or approved equivalent combination of education and experience.
  • Minimum five (5) years' experience in the repair and maintenance of airbrake equipped transit buses or highway coaches.
  • Valid CZ Ontario Driver's license in good standing and reliable vehicle to use on corporate business.
  • Valid Ontario Class 310T (Truck and Coach) and must hold Certificate of Qualifications and valid membership in the Ontario College of Trades and Apprentices.
  • Comprehensive knowledge of transit equipment including electronic fare boxes, destination signs, communications equipment and GPS technology.
  • Familiarity with hybrid and/or electric battery bus systems.
