PROJECT OVERVIEW


CAB is also partnering with MOF to modernize the legacy system and working on The Revenue Processing, Image Capture and Data Entry Transformation Initiative (RIDE-TI) to digital transform payment processing and - administrative services.


RIDE-TI Project:


The Revenue Processing, Image Capture, and Data Entry Transformation Initiative (RIDE-TI) is a Ministry of Finance (MOF) initiative to modernize how individuals and businesses file documents with, and make payments to, government.

MOF provides payment processing and administrative services supporting over 120 business programs across 16 ministries.

The project will reduce current processing time and costs while allowing for faster future program onboarding and increasing potential for future services offered by MOF.

This project will also ensure faster, easier, and cheaper government interactions for citizens and businesses and reduce some of the existing burdens.

Replacing the system and using innovative technologies will allow MOF to:

  • Deliver digital services to Ontarians by allowing them to make payments and file any document electronically from the device of their choice
  • anytime/anywhere;
  • Generate cost savings; Support faster launch of new government programs or changes to existing programs and Modernize / streamline processes that may facilitate alternative service delivery in future and capability to further digital delivery.


The RIDE-TI project team is comprised of multiple sub-teams (workstreams) who work closely with each other, as well as with various vendors, delivery partners, and stakeholders.

The following lists the various RIDE-TI workstreams and provides a summary of each:

Revenue and Data Processing (RDP) IT solution (also referred to as the new Back Office solution) workstream:

  • Developing, configuring, testing, and implementing functionality to support the Common Business Processes.
  • The business programs share many common highlevel requirements, and include forms, business rules, workflow definition, interface requirements, data and reporting outputs, etc.
  • Defining and implementing business programspecific requirements/functionality.
  • Onboarding over 120 business programs on to the new Back Office solution.

Portal workstream:

  • The portal (Ontario Pay and File) was implemented in May 2021 with one nontax business program.
  • Remaining activities include onboarding the additional business programs and implementing the following functionalities:
  • Onboard the remaining business programs and implement Electronic payments for tax business programs; and Attachment functionality.

Infrastructure and Repository workstream:

  • Design and deployment of Back Office server infrastructure in support of the Fairfax solution.
  • Deployment of OPEX scanners in support of the Back Office solution.
  • Development of DR and COOP solutions for Back Office infrastructure.
  • Facilities buildout of new production and test areas on 7th floor, 33 King Street.
  • Design and implementation of a new repository solution built on OPS cloud.
  • Integration of the future state repository solution with partner systems.
  • Migration of existing repository data into the new repository.
  • Implementation of records series /retention.

Reporting workstream:

  • Provide nondaily reporting and analytics through an existing Business Intelligence tool/solution.

Change Management workstream:

  • IT and business change management activities in preparation for new system implementation
  • Implementing interim processes (manual and automated) to support parallel operations (that is, running the existing and new Back Office and Repository solutions in parallel):
The RIDE-TI project will use a phased approach to onboard all the business programs on to the new solution:

  • Wave 1 is scheduled for later this year and consists of implementing the solution and onboarding 8 business programs
  • Wave
2 and Wave 3 are scheduled for next year to onboard the remaining business programs:

  • Wave
