Position Summary:


Key Duties and Responsibilities:


  • Oversee, manage, update, maintain, audit, and execute the Citywide water and wastewater computer models to ensure they are functional and accurate, identify data gaps and errors, and implement a plan for corrective actions. This position may also occasionally provide support toward the stormwater computer model.
  • Perform system analysis of the water and wastewater assets to determine the state of each system and the deficiencies that are existing or forecasted; conduct planning analysis for future capital project needs; and write and present reports on the state of the infrastructure and the forecasted needs to the manager.
  • Work closely with corporate asset management staff to provide the data needed for the City's asset management plan and to ensure the plan accurately represents the existing and future needs of the water and wastewater systems.
  • Manage and maintain the CLI ECA for the Cityowned wastewater infrastructure; ensure the information in the databases is complete, accurate, organized for quick referencing, and formatted correctly per provincial requirements.
  • Review and analyze infrastructure that is built or modified by developers, City capital projects, or from maintenance conducted by City staff to determine whether it is in compliance with the CLI ECA and provide advice and/or direction to developers and City departments regarding changes or new additions to the wastewater system.
  • Gather, analyze, and compile all monitoring data, work order maintenance reports, and asset information required for reporting to the province; ensure staff from other City departments are collecting the required information in the correct format; and prepare mapping, data, and information necessary for annual reporting to the province and public disclosure for compliance with provincial requirements.

Duties and Responsibilities Cont'd (if applicable):

  • Incorporate approved water and wastewater infrastructure built by a developer into the City's computer models once the assets are assumed and confirm that the models are functional and accurate.
  • Lead, manage, and direct the multidisciplinary project team comprised of internal and external engineering professionals throughout each stage of the feasibility study, preliminary design, infrastructure assessment study, and master plan capital project to ensure each project is completed and delivered on time, within scope, and within budget.
  • Ensure all required feasibility studies and preliminary designs are compliant with regulatory approvals from regional, provincial, and federal government agencies; ensure all comments received during the studies and preliminary designs are adequately addressed or discussed.
  • Provide engineering advice and assistance to other City departments, specifically to support planning processes to assume ownership of water and wastewater infrastructure from developers, as well as public works operations processes for maintaining infrastructure.
  • Work with the manager to establish and manage section budgets, establish project priorities, and develop the 10Year Capital Plan.
  • Assist with the writing of staff reports and presentations to senior management and Council.
  • Identify and prioritize growthrelated infrastructure and projects based on infrastructure assessment studies, master plans, risk assessments, results from the water and wastewater computer models, etc.
  • Significantly contributes towards the annual capital budget and 10year planning forecast.

Education and Experience:


  • Bachelor of Applied Science in Civil or Municipal Engineering, or equivalent
  • P.Eng.
  • PMP, considered an asset
  • 7 to 9 years experience
