Conditions of Employment:

  • Must possess and maintain a valid Full Stage Manitoba Class 5 Drivers License, or equivalent
  • Must be willing and able to travel within the province of Manitoba with occasional overnight stays

Qualifications:

Essential:


  • Post secondary education in Natural Resource Management, Landscape Architect, Public Administration, or Business Administration Program, with related experience in a large operation/organization. An equivalent combination of related education, training and experience may also be considered.
  • Effective problem solving and conflict management skills
  • Experience with capital works management, including the development of multiyear infrastructure improvement plans.
  • Knowledge and understanding of departmental mandates, legislation, policies and operational directives.
  • Financial management experience, including full accounting and estimates cycles, and budget management.
  • Must possess sound political acumen along with the ability to handle sensitive material in a confidential and professional manner
  • Demonstrated experience developing and maintaining successful relationships with internal and external stakeholders.

Desired:


  • Experience with project management as it relates to municipal infrasture or financial process.
  • Knowledge of Parks programming and/or the Park Operations program, including approaches to the provision of various services and the development of provincial parks.

Duties:


The Head, Parks Capital and Operations Planning is directly responsible for all asset management and capital planning in parks, leading the development and maintenance of asset inventories and multi-year plans while managing all budgets and allocations for capital and endowment funding and ongoing infrastructure renewal.

The Head, Parks Capital and Operations Planning will participate as a project manager as required for construction and consulting contracts ensuring the successful completion and delivery of projects.

The head will also lead the ongoing analysis of park programming, operations, infrastructure, and finances and driving the appropriate plans and actions to enhance those areas and deliver services with efficiency and excellence in Manitoba Parks.
