    Accountability
  • Accountable to the Manager - Safety and Compliance, the Operations Safety Specialist is a resource to The Train Service Delivery Team as subject matter expert who is able to ensure the delivery of safe railway operations across the network, by applying their superior knowledge of rail operating rules and safety programs across the network.
  • This role will play a key part in in helping the ONxpress team achieve superior safety and service results while creating a positive and engaging work environment.
  • Ensure day to day oversight of safety reporting.
  • Investigate and report on railway accidents and incidents to various agencies and stakeholders; ensuring investigation processes are completed and follow the Railway Safety Management System (RSMS) and in alignment with Metrolinx's safety teams.
  • Conduct operating audits on railway operators and supervisors.
  • Assist, and manage all Safety and Compliance aspects of the Rail Operations on the GO Transit System.
  • Assist in the development and delivery of a method to calculate regulatory compliance for operations, monitor for changes in regulation and confirm operational safety and performance exceeds expectations.
  • Ensure compliance of all regulations established by all levels of government and project partners and stack holders.
  • Create controls to eliminate risks when unable to prevent.
  • Identify areas for continuous improvement and prepare scheduled and ad hoc regulatory analysis and reporting.

  • Responsibility
  • Participate in investigations and reporting on all railway occurrences, providing in depth root cause analysis and potential policy / procedure updates to prevent future occurrences.
  • Participate and lead as a member of the Joint Health and Safety Committee and Fatigue Management Committee.
  • Safety Audits and Inspections: Conduct routine safety audits and inspections of rail facilities, equipment, and operations to identify and rectify potential safety issues.
  • Participate in Operational Efficiency Testing.
  • Participate and lead investigations to review and advise the Manager - Safety and Compliance, and all other stake holders on immediate or emerging safety‐related matters.
  • Stay up to date with safety regulations and standards set by relevant authorities, ensuring that the rail operations comply with all legal requirements.
  • Review and produce timely and quality periodic reports/analyses that are required at the Senior Manager level.
  • Review and report on emerging trends.
  • Provide feedback on operational changes such as equipment, construction activity, IT enhancements, signaling systems, environmental and employees relations that may have the possibility of impacting operational safety.
  • Ensure Operational Leaders are aligned and committed to operational safety.
  • Ability to work collaboratively and communicate effectively with all stake holders within ONxpress and associated partners.
  • Education & Qualifications
  • Completion of a diploma or degree in related field – or a combination of education, training and experience deemed equivalent.
  • CROR Qualification (considered an asset).
  • Qualified Locomotive Engineer or Conductor (considered an asset).
  • First Aid and AED (considered an asset).
  • Work Experience
  • Experience of minimum 5 years, with regulatory requirements with-in the transportation industry.
  • Experienced gained from substantial experience in similar roles within the railway industry.

  • A solid understanding of railroad operations and people management skills, with an exceptional ability to achieve successful outcomes for stakeholders.
  • Ensure day to day oversight of safety reporting.
  • Ensure investigation processes and validating processes are completed in compliance with the Railway Safety Management System (RSMS) and in alignment with Metrolinx's safety teams.
  • Provide leadership and ensure effective processing of Operational Safety activities.
  • Willing to make a commitment to achieve ONxpress objectives within a dynamic organization and a continuous professional development culture.
  • Ability to work autonomously.
  • Strong written and spoken English.
