Reporting to the Senior Director, Corporate Affairs, the Director, Policy will lead a team of policy professionals to provide expert policy advice, consult with internal and external stakeholders, oversee LCBO programs, ensure agency governance requirements are met, and support business transformation and changes to the beverage alcohol marketplace in Ontario.

You will also review and evaluate government and trade proposals to assess impacts to LCBO policies and programs and working collaboratively with stakeholders to address any concerns; and support the LCBO's desire to drive change and advocate for innovative growth.

About the Role

  • Provide strategic advice and evaluates emerging issues to identify business risks, challenges and opportunities, and supports LCBO business units, senior management, the Board of Directors, and the Government of Ontario on matters pertaining to business transformation, changes in the beverage alcohol marketplace, legislative and regulatory requirements, agency governance and oversight requirements, program administration, and compliance.
  • Lead projects and provide strategic advice to support the government's objectives related to improving choice and convenience for customers, continuing to support local economic development and the promotion of local products, and the modernization of LCBO's systems and operations.
  • Make and oversee the development of policy recommendations to government that impacts LCBO and other regulated businesses, including proposed changes to legislation or regulations, policies, programs, and reporting processes.
  • Implement an effective oversight framework for corporate, Board, and operational policies and guidelines that aligns with relevant legislation and directives, supports other divisions to adopt best practices to meet business needs and customer expectations, and collaborates with leaders across LCBO to develop coordinated, efficient approaches to respond to stakeholder inquiries and government requests.
  • Provide strategic advice on policy and governance issues to ensure compliance with applicable legislation, government directives, and best practices.
  • Support LCBO senior management and divisional leaders to ensure compliance with applicable legislation and government directives and implementation of policy changes.
  • Provide leadership and oversee the work of the policy team; Build a high performing team, improving and continuously enhancing skills to support the evolving business needs.
  • Work in close collaboration with the Senior Director, Corporate Affairs to effectively manage policy and government relations issues that could have an impact on LCBO's brand, corporate priorities, and the overall mission and mandate of the agency.
About You

  • Bachelor's Degree in Public Policy, Business Administration, or related field.
  • Demonstrated leadership ability and extensive knowledge of policy analysis and development, issues management, business principles and practices based on broad experience and demonstrated ability at a senior level in the public and/or private sector.
  • Exceptional analytical, evaluative, and interpretative skills and the ability to develop creative solutions to complex issues involving financial, social, political, and legal considerations.
  • Excellent negotiation, problem solving and interpersonal skills to resolve complex issues requiring collaboration across divisions and advance LCBO's corporate interests.
  • Extensive knowledge of existing and proposed federal and provincial legislation, regulations, policies, and trade agreements related to relating to the importation, distribution, marketing, and sale of beverage alcohol.
  • Proven ability to coach, manage and grow a high performing team.
  • Solid judgement and discretion in dealing with highly confidential and sensitive issues.
  • Strong organizational skills and a track record of performing a range of tasks and issues simultaneously to achieve / reach a positive outcome and on time.
