Program Leader


The Coordinator, Facility Management, provides facility management services to support the delivery of complex operations and maintenance of Client-Partner facilities.

The incumbent manages and administers complex contracts related to facility management, maintenance, energy management and minor construction. The Coordinator carries out quality assurance for the activities of contractors, the Client-Partner and third parties. The incumbent undertakes research, studies and assessments, and provides advice to the Client-Partner.

The Coordinator may prepare or verify maintenance management plans, prepare building asset inventories and review maintenance management system data and reports.

The incumbent may also lead a team and manage the human resources responsibilities for the team.


KEY AND PERIODIC ACTIVITIES

The duties and responsibilities listed below are representative but not all-inclusive:

Primary

  • Manage and administer contracts to ensure compliance with requirements (e.g. ensure activities conform to contract requirements, administer contract changes, carry out safety reviews and inspections, manage consultants and contractors to ensure they meet Client-Partner requirements and contractual obligations)
  • Plan and coordinate implementation of the facility management quality assurance plan
  • Participate in procurement planning for requests for additional work
  • Track and report quality assurance activities for contracts and requests for additional work
  • Manage and support Energy Performance Contracts (e.g. review feasibility studies, support design development process, review measurement and verification plans)
  • Recommend contract changes and how to resolve complex performance management problems
  • Provide advice on interpreting contract documents and on performance management
  • Support maintenance programs to ensure buildings and building systems remain energyefficient (e.g. identify maintenance and repair requirements, review maintenance management system data and reports, prepare estimates and technical reports)
  • Support the operations and maintenance of facilities
  • Liaise with Client-Partner representatives
  • Maintain records, schedules and documents and prepare standard reports
  • Coordinate input into contracts of third parties (e.g. Technical Standards and Safety Authority, Electrical Safety Authority, soil testing contractors, consultants)
  • Prepare building asset inventories
  • Review maintenance management plans to ensure they conform to industry, legislative and Client-Partner standards and applicable codes and regulations
  • Conduct regular energy audits of facilities and make recommendations based on results
  • Support and/or lead business development activities
  • Develop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage contract risk
  • Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance), as needed

  • Prepare monthly reports (e.g. internal and for Client-Partners)
  • Other duties as assigned

SKILLS

General and Specific Knowledge

  • Best practices, methods, trends and legislation in energy management, facility management and construction contract management
  • Project and risk management principles

Formal Education and/or Certification(s) and Experience

Minimum:college diploma in facility management, engineering, applied science or related field with five years' relevant experience, or the equivalent

Preferred:certification in engineering technology, architecture, real property management, facility management (Certified Engineering Technologist, certified facility management professional)


Abilities

  • Use applicable computer software and operating systems
  • Demonstrate leadership and human resources management skills

DEVELOPMENT AND LEADERSHIP

  • Provide functional advice and guidance to employees and the Client-Partners
  • Be accountable and responsible for direct reports, as needed

WORKING CONDITIONS

  • Typical office environment with routine travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment
