The Buyer will coordinate the Supplier base in regard to QCD for PARTS and identify and resolve problems related to Supplier QCD in a timely manner.

In addition to gathering and analyzing information skillfully, working well in group problem-solving situations and developing and implementing cost-saving measures.


You will be responsible for:


  • Support the Site projects and parts business under procurement scope in a proactive way from a procurement/sourcing perspective. RFQ process, negotiation, On time delivery and Supplier performance monitoring.
  • Investigate and/or interview potential suppliers to determine if they meet the specified requirements.
  • Develop strategies to reduce the number of suppliers and lead negotiation of pricing and tooling issues, including terms, freight, customs & insurance. Put in place Long Term Agreements with key suppliers.
  • Advise team members or management on the appropriate supplier to be used.
  • Coordinate all activities related to Supplier Selection as per procedure, beginning and ending with QCD.
  • Assure cost price analysis to be applied on all "considerable" Materials to promote cost reduction for the Project.
  • Negotiate with suppliers the lowest possible cost for the commodity based on QCD.
  • Define the supplier QCD commitments, regularly measures performance with Supply Chain and Quality, and manage the suppliers to improve overall QCD performance.
  • Own and Manage Supplier Contracts to comply with Company policies and Government regulations.
  • Support technical team to identify parts and their suppliers to fulfil customer requirements.
  • Work with suppliers/Alstom technical team for obsolescence management.
  • Visit suppliers to follow up on specific problems of open orders, quotes and quality issues.

What you need to succeed:


  • Market and

Business Understanding:
the role requires someone with a good sound base knowledge of the North American Market. Any international knowledge is an added value.

In addition to it, someone with a fair understanding of OEM requirements and to use common sense to make decisions on supplier capabilities.


  • College Diploma preferred and/or Industry Designation preferred. Engineer School is desirable but not mandatory.
  • Overall 3 to 5 yrs of experience in Procurement/Sourcing environment, Purchasing, and Contract management. Experience in the Manufacturing industry is a must.
  • Cost analysis, Budget commitment, Cost reduction initiatives and negotiations skills.
  • Experience using MS Office tools (PowerPoint, Excel, Word), Outlook, SAP and/or any major ERP system.
  • Good communication skills, including the ability to ask key questions and seek clarification.
  • Ability to work under tight deadlines, properly prioritizing tasks according to their urgency level, and working independently and as part of a team.
