    Description

    Main Purpose and Function

    The Superintendent II provides leadership for a sizable workforce, and champions and models the vision, mission, and values of the City of Vancouver and Engineering Services. The position plays an essential frontline leadership role in advancing corporate values and priorities, such as equity, diversity and inclusion, across a large operational workforce.

    As a member of the management team this exempt position will focus on developing work plans, cost effective initiatives and programs for the Integrated Response Team (IRT). The IRT is an interdepartmental team responsible for addressing temporary structures in the public realm and seeking compliance with City and Park Board by-laws. The IRT works tactfully and compassionately with individuals experiencing homelessness and/or individuals who may live with issues related to substance use, mental health, physical and/or cognitive disabilities and other issues related to poverty and marginalization. As part of the work, this position will review recommended response plans for cases assigned to the IRT as needed, especially cases with high complexity.

    The position makes key independent decisions about operations budget, allocation of resources, change management, business improvement impacts, ensuring efficiency of the operation, and analyzing operational performance goals and metrics. This position's responsibilities also include visioning and strategically planning branch policy, procedures, and implementing and monitoring processes to ensure transparency, fairness and consistency within the operation and working to enhance employee engagement, development, coaching and mentoring. Other key decisions include ensuring all areas within the operation are meeting safety guidelines, ensuring safety programs are progressive and standards are in place and adhered to.

    The Superintendent II reports to the Manager of Sanitation Operations and works closely with the Manager of Homelessness Response Coordination (ACCS) to oversee all aspects of the IRT. The position manages a team comprised of superintendents, operations and support staff. This position will directly manage a team of 4 Superintendent I's in their respective areas (Compliance, Equipment, as well as two in IRT).

    The position works collaboratively with other City departments such as ACCS Housing and Homelessness Services, Park Rangers, Vancouver Fire and Rescue Services, Vancouver Police Department. Other key contacts that this position liaises with include other branches within the division, Division Director, senior staff in other Engineering Branches, Corporate Communications, Risk Management, Human Resources, Business Improvement Areas (BIAs), sales managers and executives from various vendors, and external consultants and contractors.

    Specific Duties and Responsibilities

  • Provides leadership and guidance to staff, including hiring, assigning responsibilities, evaluating and reporting on performance, coaching, mentoring, training and development, attendance management and labour relations matters involving discipline and grievances.
  • Takes a leadership role in embodying the City's drive for a culture of physical and psychological safety, and ensures the application and adherence of staff to the Occupational Health and Safety program, including managing emergency responses and assisting with accident investigations and supporting affected staff.
  • Makes independent decisions and uses sound judgement in challenging, high risk and fluid situations which could have significant public safety, financial or reputational risk to the City.
  • Acts as a representative for the Department on-site, and leads interactions with residents, businesses and other groups, frequently in a conflict situation, to respond to escalated issues and/or technically complex problems
  • Informs and supports the capital plan and service planning processes for the section, and leads analysis associated with workforce, equipment, safety, culture, and strategic planning for the section
  • Develops, presents, and implements business cases or initiatives to drive operational and service delivery improvements and carries those initiatives from concept to completion.
  • Supports and participates in departmental initiatives and events that support employee engagement and Engineering wide initiatives (e.g. Mentoring Program, Public Works Week).
  • Responds to and provides expert guidance on responses to complex or high-profile inquiries and requests from members of the public, Council, and other departments.
  • Develops strong relationships with key stakeholder groups such as engineering design branches, operations branches, Risk Management, Driver Services, and Supply Chain to ensure ongoing success in coordinating activities that impact each other.
  • Prepares and oversees project and operating budget, forecasts, cost controls, scheduling and work planning.
  • Plays a leadership role in departmental emergency response activities in support of Emergency Operations Centre activations.
  • Partners with Supply Chain Management to establish and maintain contracts for materials and services and approves purchases from applicable contracts in accordance with Corporate Policies.
  • Act as on-call Superintendent when required during non-scheduled work hours.
  • Other duties/responsibilities as assigned.

    • Qualifications
    Education and Experience:

  • Diploma in Engineering or Public Works with a minimum of eight years' related experience, or an equivalent combination of education, training and experience.
  • Experience leading diverse and multi-disciplinary teams within a unionized environment.
  • Valid Class 5 Driver's License for the Province of British Columbia.

    • Knowledge, Skills and Abilities:

  • Comprehensive knowledge of Occupational Health and Safety standards including WorkSafeBC regulations.
  • Demonstrated knowledge of management principles, policies and practices including recruitment and selection, leadership, performance, attendance management and collective agreements.
  • Demonstrated leadership skills with the ability to motivate, engage and mentor staff.
  • Demonstrated problem solving and conflict resolution skills, especially in unpredictable, volatile and emergency situations, including situations in which mental health and addiction are factors.
  • Ability to communicate complex issues clearly and concisely (oral and written) in order to build consensus.
  • Ability to develop and maintain positive, productive relationships at all levels in the organization as well as external stakeholders.
  • Ability to exercise independent judgement, determine priorities and lead a team to meet goals in a timely manner.
  • Ability to learn and adapt to new systems and technology.
  • Ability to innovate, lead and implement change in the workplace.
  • Ability to exercise tact and discretion in dealing with Senior staff, Councillors, members of the public and manage confidential and sensitive matters.
  • Proficient in the use of software applications and databases (MS Office, SAP, VanDocs).
  • Demonstrated ability to apply trauma informed approaches to working with equity-denied individuals, including the intergenerational impacts of colonization and residential schools for Indigenous Peoples.
  • Ability to problem solve in a way that is sensitive to the needs of marginalized populations served.
  • Knowledgeable about the concepts of equity, inclusion, decolonization and reconciliation.
  • Understanding of the City's Equity Framework, UNDRIP Strategy and MMIWG2S Response Report would be considered an asset.
