    Overview:

    The Emergency Health Program Management & Delivery Branch (EHPMDB) supports life-critical services such as ambulance dispatch functions across Ontario. Under the Ambulance Act the Minister has the duty and power to establish, maintain and operate (alone or in co-operation with others) communication services used in dispatching ambulances, and to fund such services.

    The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition, delivery and support & maintenance of related dispatch technologies, IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branch's Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province, and includes:

    • Computer Aided Dispatch (CAD) application and tools
    • Telecommunication equipment and systems (i.e. Communication Console Systems and FleetNet)
    • Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e. Real-Time Data Service and Mobile CAD)
    • Reporting Applications and Tools
    • Business Support Applications (i.e. Paramedic Certification, Inspections)

    The PSRN project and radio services have legislative and regulatory compliance linkages for both the project and Ministry partners. In addition, there are requirements to be compliant with municipal by-laws and standards established by the Standards Council of Canada.

    MOH through HSC/EHSTMB is working with GMCB to ensure the successful implementation of PSRN which includes End User Deployment, Technical Readiness, Service Readiness, Communications and Training in addition to equipment rollout to:

    • approximately 750 locations including ambulance bases, hospitals, dispatch centres, Ornge operations control centre.
    • ambulances; and
    • Over 10,000 resources (e.g., dispatchers and paramedics).

    A Senior Systems Analyst is required to use their knowledge of project management methodology, analytical tools and processes, and tendering process to support projects and development of project plans. Additionally this resource will provide onsite support at Central Ambulance Communication Centres, Ambulance bases, hospitals and MOH locations.

    Responsibilities:

    • Provide senior technical expertise, project leadership and coordination of activities in the development, implementation and maintenance of a diverse range of cost effective I&IT solutions.
    • Provide technical advice to clients and leverage Public Sector I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency
    • Technical expertise and coordination of administration, monitoring, management, implementation and support of:
      • Desktops and network and server environments
      • Ambulance Communication Centre (Client) integrated 911 solutions such as CAD, radio, phone, GIS and paging, within one or more assigned Client's
    • Paramedic and Ambulance Communication Officer technical subject matter expertise in multiple technology related projects, including but not limited to, Radio, Telecom, Satellite Systems, and Digital Voice Recording and Retrieval
    • Execute and support 911 dispatch centres emergency COOP activation plans
    • 24 X 7 on-site and remote support of all emergency 911 ambulance dispatching equipment in the province, in support of the ministry's compliance and oversight of the Land Ambulance Act
    • Coordinate administration, monitoring, management, implementation and support of desktops and server environments, Ambulance Communication Centre (Client) integrated 911 solutions such as CAD, radio, phone, GIS and paging, within one or more assigned Client's
    • Provide realistic work estimates to support project planning; capture business requirements and update business rules based on the requirements
    • Provide technical Paramedic and Ambulance Communication Officer subject matter expertise for multiple technology related projects, including but not limited to Radio, Telecom, Satellite Systems, and Digital Voice Recording and Retrieval

    Must Haves
    • years experience as a systems analyst.
    • Experience with the projects related to 24x7 critical environments and operations,
    • Experience working in the PSRN project
    • Understanding of emergency health services including ambulance communications.


    EVALUATION CRITERIA

    Core Skills
    • Knowledge of systems analysis and design methods and techniques to develop system solutions and to manage servers and applications
    • Demonstrated knowledge of testing and implementation methods and practices for testing and acceptance
    • Experience in the application of theories, principles and practices of voice, data, radio, information technology and satellite telecommunications engineering.
    • Experience with Local Area Network and various network topologies/configurations
    • Experience with systems and business operational disciplines and processes; skills in negotiation, conflict and problem resolution, change management and project coordination; current knowledge in new technologies and trends that may benefit emergency health services.
    • Ability to use basic Radio Frequency test equipment such as multi-meter, voltmeter, system monitor or analyzer
    Technical Skills
    • Knowledge of server and network technologies, hardware and facilities requirements (data centres) along with IT security policies to identify and evaluate IT options for clients and to design, develop and implement technology solutions
    • Experience with IP based telephony system such as Avaya and CTI (Computer Telephony Integration) solutions
    • Experience with integrated voice and data switching systems, computer data communications architecture, radio-trunking systems design and P25 standards
    • Experience with VHF and UHF radio technologies
    • Experience with public safety dispatch systems integration and interface requirements to support continued interoperability of all systems and services
    • Understanding of emergency health services including ambulance communications, operations and practices associated standards, policies, and guidelines as well as interface with/delivery of other emergency communications services (e.g. police, fire) in order to support communications and interface requirements within the context of the emergency services framework.
    • Knowledge of current and emerging telecommunications systems technologies including voice, data, satellite, information technology and radio telecommunication systems used in the public safety communications centre environment in order to provide technical expertise, advice and troubleshooting support for communications systems within the assigned public safety communications centre
    Analytics
    • Knowledge of project management methodology, analytical tools and processes, and tendering process to support projects and development of project plans.

    Candidates needs to be in office- 3 days in a week (Toronto or Mississauga)
