- Analyzes existing business processes and design; recommends improvements and participates in design of new systems for solution architecture.
- Leads business requirements and/or refines complex business processes using the CIS system in consultation with end-users, clients, or senior management; develops templates to document requirements and specifications.
- Lead design, development and implementation of new business processes and new regulatory changes/regulations.
- Responsible for the identification of key integration points between CC&B and other auxiliary systems as well as other stakeholder applications.
- Lead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow.
- Leads the research and recommends emerging functional processes, enhancements, and technologies.

- Documents new and existing business processes for implementation, in collaboration with users
- Validates new and existing system design projects and outsourcing plans comply with standards and architectural plans
- Manages, develops, executes, and documents test plans to check process and system performance
- Leads the planning and coordination of system implementations with release managers
- Designs and implements redundant systems, policies, and procedures for disaster recovery and data archiving to protect integrity of data assets
- Creates process models, specifications, diagrams, and charts to direct vendors and project team
- Coordinates database access and performance issues in collaboration with vendors and end users
- Develops and executes change management plans and procedures
- Develops, documents, and communicates operating processes for system and software management using best practices
- Develops documentation of business and user needs, and system requirement specifications
- Coordinates the testing and implementation of new business processes as per implementation plans
- Prepares training manuals and presentations for end-users
- Provides technical expertise in the planning, design and implementation of projects and key initiatives
- Identifies opportunities to streamline or automate processes to continuously improve service delivery
- Ensures compliance to Legislative, Regulatory and Health & Safety policies, procedures and standards
- Stays current with leading trends within Oracle CC&B by participating in Oracle user groups, conferences and offered training
- Supports Oracle CC&B version upgrades and new immersing technologies
- Performs other duties as assigned
- College diploma or university degree in computer science, information systems, engineering, business administration or finance
- Strong understanding of database structures, theories, principles, and practices for CC&B Application.
- Proficiency with SQL(Structured Query Language)
- Proficiency with MS Office applications.
- Understanding of utility industry business processes and practices
- Must hold and maintain a valid class "G" driver's license.
- Strong knowledge of Business Analysis lifecycle process
- Minimum of 5 years' experience in a business analysis\solution architect or similar role using Oracle CC&B
- Minimum 5 years' experience developing and implementing business processes
- Excellent working knowledge of Information Technology equipment and wide variety of application software
- Ability to express ideas clearly in both written and oral communications within group settings
- Working technical experience with designing, building, installing, configuring, and supporting database servers
- Experience in a unionized utility environment an asset

Position Purpose:Under the direction of the Manager Customer Systems the Specialist, CC&B Applications performs advanced Oracle Customer Care & Billing (CC&B) solution design including development, planning, coordination, analysis, troubleshooting, testing and implementation of a wide variety of Information Systems to meet business requirements as relates to Oracle CC&B and related meter-to-cash processes. The Specialist, CC&B Applications proactively investigates, understands, and articulates business issues, processes, and industry opportunities to recommend IT solutions that can be applied. The Specialist, CC&B Application analyzes user requirements to design and implement process and system solutions for CIS systems and technologies.
