The opportunity:


The Energy Manager will be responsible for identifying energy efficiency measures and opportunities for CFB Halifax and CFB Shearwater and help to prepare the business case for approval.

Reporting to both the Field Engineering Manager at EfficiencyOne and an organizational lead, the Energy Manager will provide technical support related to energy management at DND facilities in HRM as well as work with third-party engineering firms, and contractors to direct energy management activities within the organization.

In doing so the Energy Manager will need to work effectively with many stakeholders such as contractors, consultants, and staff.

The Energy Manager will be accountable for contributing to Net Zero Planning and assisting with the implementation of energy projects & large Energy Performance Contracts (EPCs).

Furthermore, the Energy Manager will support business case development for projects and packages of projects for buildings, as well as evaluate outside funding opportunities for energy efficiency projects.


  • Responsible for working closely with the Building Operation and Maintenance team to meet the objectives of the Net-Zero Roadmap.
  • Responsible for contributing to energy projects and policy planning and assisting with the implementation of energy projects as well as identifying recommissioning opportunities in a portfolio of existing buildings.
  • Responsible for involvement in Energy Management activities on both a technical and organizational level for the assigned client.
  • Involved in Project management activities; (budget reviews, work orders, communications, meetings, etc.).
  • Responsible for utilizing building automation system and energy management information system to track energy usage and identify energy savings opportunities.
  • Responsible for enrolling projects on building optimization programs and developing measurement and verification plans for recommissioning projects.
  • Complete technical audits, recommend energy efficiency technologies, and prepare and assist in feasibility studies and business cases for approval.
  • Develop an understanding of the mechanical and electrical systems within client facilities.
  • Develop an understanding of the organization's budgetary framework and procurement policies and contracts.
  • Development and review of tender documents and Requests for Proposals (RFPs).
  • Reporting and presentations as required by CFB Halifax and EfficiencyOne, outlining project status, energy management opportunities, and achievements to date.
  • Perform any other duties as required from time to time.

What Will Help You Succeed?

  • A bachelor's degree in engineering or an equivalent combination of education and work experience.
  • Designation as a Certified Energy Manager (CEM) Certified Measurement and Verification Professional (CMVP), and/or Project Management Professional (PMP) would be considered an asset.
  • Minimum of three years' experience in an engineering role of which one year is in an energyrelated role with experience developing and implementing energy management programs and/or energy savings projects.
  • Demonstrated ability to interpret electrical and mechanical plans and specifications for building facilities.
  • Proficient with all Microsoft Office software (Excel, Word, PowerPoint, Outlook, Teams)
  • A valid driver's license and access to a vehicle.

In the first week, expect to:

  • Meet with the EfficiencyOne Energy Manager and Services team.
  • Develop a highlevel plan for the first 90 days in your role as an Energy Manager; and
  • Be prepared
