Under the general direction of the Manager of Finance and Administration Services, the Assistant Controller is responsible for managing the delivery and development of departmental strategies surrounding accounting and administrative services for all lines of business within the Community Services Department.

The Assistant Controller will have the business acumen, organization, planning, and professional skills to lead the department's budgeting and forecasting processes.

The Assistant Controller ensures that the highest level of internal customer support is provided to all divisions within the department with respect to accounting and finance.

The Assistant Controller is also responsible for the supervision and training of accounting staff, the development and maintenance of accounting policies, procedures and internal controls, and the day to day accounting of the department.

The Assistant Controller provides input and assistance to the Manager of Finance & Administration Services relative to all financial and administrative initiatives.


As the
_Assistant Controller_
you will:

  • Lead and coordinate the preparation of the departmental budgeting process including developing goals and objectives relating to financial targets, and adherence to the budget guidelines for the Department.
  • Lead and coordinate the department's financial forecasting process.
  • Direct financial reporting activities including preparation of departmental yearend financial reporting and analysis inclusive of all required financial statements.
  • Oversee the financial tracking, accounting analysis, monitoring and oversight of the Departments' approved capital to identify projects or programs for further followup.
  • Provide support for the department's Asset Management investment planning program, as required.
  • Reviews departmental financial systems (e.g. PeopleSoft, ACTIVENet, AMANDA, Horizon) and their internal controls to assess their adequacy and whether they are functioning as intended, detect potential weaknesses, provide recommendations to address deficiencies identified, and ensure staff are following all prescribed processes and procedures.
  • Ensure departmental accounting practices are in accordance with applicable standards such as Canadian GAAP for public sector bodies (PSAB).
  • Respond to adhoc requests from the Director, Divisional Managers, and Corporate Finance in a timely fashion.
  • Interpret and communicate departmental and corporate policies and procedures to guide staff in the performance of their duties.
  • Ensure that staff receive appropriate training commensurate with their job requirements utilizing City and/or external training resources.
  • Monitor the work performance and outputs of staff, and conduct annual performance evaluations.
  • May represent the department on various departmental and interdepartmental projects and initiatives.
  • Acts for Manager of Finance and Administration Services in his or her absence, as required

Your education and qualifications include:


  • Professional accounting designation (C.P.A.) in good standing.
  • Bachelor's Degree in Accounting, Commerce or Business Administration is desirable.
  • A minimum of four (4) years direct experience in an accounting environment.
  • Developed ability to identify information needs of staff and management and to integrate into an appropriate reporting system.
  • Demonstrated ability in directing the accounting and administrative functions for a large, complex organization.
  • Demonstrated ability in preparing and/or analyzing and interpreting financial and statistical reports.
  • Demonstrated ability to establish and maintain effective working relationships with others.
  • Demonstrated ability to work in an organized manner, prioritize and meet deadlines.
  • Developed ability to initiate action with limited supervision and instruction.
  • Strong knowledge of accounting and control systems with the ability to develop and implement new systems.
  • Strong knowledge of Generally Accepted Accounting Principles and other reporting practices applicable to municipal governments.
  • Working knowledge of the CUPE and WAPSO collective agreements and the Community Services Department's operations would be considered an asset.
  • Demonstrated ability to communicate effectively orally and in writing.
  • Demonstrated ability to plan, organize and manage staff.
  • Strong working knowledge of various computer software (e.g. PeopleSoft, Excel, Word).
  • Knowledge and understanding of the occupational hazards, safety precautions, regulations and procedures applicable to the area of work.
  • Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard
