We are seeking an experienced professional to join our dynamic team as the Elections Legislative and Strategic Advisor


Reporting to the Director, this position plays a pivotal role in the success of the Edmonton Election project, a large-scale, multi-stakeholder, and highly legislated civic undertaking occurring every four years.

We are seeking a dynamic individual with a strategic mindset and project management expertise to lead initiatives critical to the election process.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Conduct specialized research and legislative analysis related to local elections and municipal governance
  • Assess the impact of changes to the Local Elections Authorities Act (LAEA), the Municipal Governance Act (MGA), the Education Act, and any other applicable legislation on the Edmonton Election
  • Lead the review of the Election Bylaw, including potential amendments to ensure it meets both provincial legislative requirements and the operational needs of the 2025 Edmonton Election
  • Develop Steering Committee terms of reference, meeting frequency and decision tracking and agenda management systems
  • Prepare and/or review Council, Committee and ELT reports, with recommendations
  • Support project team members on understanding the operational impacts of applicable legislation and regulations
  • Provide overarching support across the project on governance, legislative and policy analysis, flow of information, and planning issues
  • Develop systems and tools to ensure quality control of all materials presented to the Director, Returning Officer and Steering Committee
  • Ensure alignment of decision flow with the Project Management Plan, and integration with project management tools such as Smartsheets
  • Provide leadership, research, analysis, monitoring and recommendations on a wide variety of issues
  • Identify strategic issues that may affect the overall success of the Election and wider unit as a whole, and independently research, provide recommendations and implement solutions on behalf of the Director
  • Conceptualize and lead a wide variety of assigned projects and tasks that are complex, confidential and/or politically sensitive
  • Provide overall Election logístical and planning support
  • Perform other related duties as required

Qualifications:


  • University degree in public administration, political science, policy studies, law, or a related field is required
  • Minimum of five (5) years of progressively responsible and diversified experience in a complex and multidisciplined organization, preferably government, in the areas of operational research, policy development, strategic planning, or project management

Knowledge, Skills and Abilities:


  • Proven ability to learn and adapt quickly in a fastpaced, large volume, deadlinedriven environment in diverse areas such as political, policy and legislative analysis, budget management, human resources, communications, and project management
  • Excellent communication skills, both written and verbal
  • Strong presentation skills, including the ability to present to leadership for decision and direction
  • Strong research and analysis skills including the ability to effectively transfer ideas, concepts and information into effective and efficient strategies and business processes
  • Knowledge of human resources functions, including recruitment, coaching, performance development and management, and conflict resolution
  • Solid understanding of customer service and the ability to work with a diverse range of people in a helpful and positive manner
  • Strong political acumen, including the ability to grasp, comprehend and respond effectively in a political environment
  • Ability to handle sensitive information
  • The ability to perform multiple tasks independently and in a team environment
  • Proficient in Google Workspace (Gmail, Calendar, Docs, etc) and the ability to learn and adapt to evolving technology
  • The ability to work with a flexible work schedule when in a project

Assets:


  • Local Authority Administration Coursework or Certification (NACLAA I or NACLAA II)
  • Supplementary education and experience in local government, municipal or administrative law and project management
  • Experience conducting elections
