**Description:

Must haves:


  • Minimum 10 years' handson experience in mapping and implementing clinical terminologies such as SNOMED CT and LOINC
  • Clinical experience within Canada in acute care, primary care and/or community care settings
  • Extensive knowledge and understanding of panCanadian digital exchange standards and tooling
  • Handson experience implementing terminology services and solutions
  • Excellent Communication skills both verbal and written, and strong stakeholder engagement skills
  • Time Management, with the ability to manage tight deadlines and prioritize multiple projects

Deliverables:


  • Confirm terminology strategic goals, objectives and guiding principles in the context of collect once and use many for direct care and subsequent data use as identified in the OH data and analytics strategy and OH data and analytics operating model areas of focus.
  • Develop a stakeholder engagement plan for within Ontario Health and partner organizations.
  • Engage key stakeholders to undertake a current state assessment of terminology services, base standards versions and terminology practices within Ontario Health (and partner organizations (federal, national, provincial, territorial, and local/Ontario Health Teams)) including evaluation of scope of services, standards supported, tooling, governance, maintenance processes, operational models, etc., including in the context of data governance and the information management planning.
  • Identify the intersection of common requirements and/or scope of services across Ontario Health and partner organizations.
  • Assess evolving enterprise terminology requirements as a result of digital health trends such as Artificial Intelligence, Natural Language Processing, use of interface terminology solutions, etc. and plans for existing tool evolution and trends in Canada and with partners.
  • Perform a gap analysis between existing services offered by Ontario Health and future requirements to accelerate the adoption of terminology standards in Ontario.
  • Identify the correlation to the OH Information Management Plan, and the OH data governance framework.
  • Identify opportunities to address gaps and align with strategic goals and partner organizations, including consideration of people, process, technology and change.
  • Develop a recommended interoperable enterprise terminology strategy including:
  • Short-term and longer-term plans
  • An implementation roadmap
  • Identification of the relevant business value (e.g., clinical, analytical, opportunity) to the healthcare sector of accelerating the adoption of terminology standards in execution of the roadmap
  • Roles and responsibilities between Ontario Health and partner organizations

1: 20 Points

  • Extensive knowledge and implementation experience with clinical data, terminology and technical standards such as SNOMED CT/SNOMED CT
  • CA, LOINC/pCLOCD, HL7 v2, HL7 FHIR.

2: 20 Points**- Knowledge and experience with the following terminology asset management tools is an asset (e.g., Apelon DTS, Term Works, Ontoserver, Shrimp).


3: 20 Points**- Knowledge and experience of the development and implementation of terminology standards such as LOINC/Radlex, DICOM and SNOMED CT/SNOMED CT-CA.


4: 10 Points**- Experience in developing provincial terminology strategy and implementation plans including engagement with stakeholders to assess and define the approach for FHIR and terminology standards alignment.


5: 10 Points**- Experience in implementing interoperable digital health solutions, including assessing readiness of existing clinical information systems for collection/submission of standards-based clinical information to the EHR.


6: 10 Points**- Knowledge and understanding of the standards lifecycle and the Digital Health standards landscape (Ontario Health, Canadian/pan-Canadian, and international standards), and Digital Health initiatives in other jurisdictions (local, regional, provincial) is an asset.
