Context
Some international cooperation or humanitarian projects involve activities that may have a negative impact on the environment. Examples include the construction of incinerators, waste management facilities, health, water, hygiene and sanitation projects, nature-based solutions and agroecology. These projects must comply with current legislation, in particular Canada's Federal Impact Assessment Act. Environmental assessments and impact management strategies must therefore be designed upstream of the project.

Oxfam-Québec would like to create a bank of consultants specialized in environmental assessment for international cooperation and humanitarian projects.

These professionals will be called upon to carry out these mandates according to the organization's needs in the regions where it operates, i.e.

Latin America and the Caribbean, West and Central Africa, North Africa and the Middle East.


Mandate (general objective)


Under the supervision of the environmental project manager, the consultant will contribute to the achievement of the environmental integration standards required by the donor (Global Affairs Canada) by gathering information, conducting site visits, carrying out environmental analyses and developing appropriate environmental management plans, based on the specific requirements and parameters of the project, the donor's requirements and those of Oxfam-Québec.


Mandate (specific objectives)
In collaboration with Oxfam-Québec and country teams, and with the possible assistance of local consultants, this mandate could involve, but is not limited to, the following tasks:

  • Environmental assessment report
  • Literature review and project documentation
  • Analysis of local environmental legislation
  • Diagnosis and assessment of environmental effects
  • Environmental Management Plan (EMP) design
  • Travel to intervention sites
  • Interviews and consultations
  • Information gathering, including photography and onsite documentation

Expected deliverables

The deliverables of this mandate are:

  • Drafting of an environmental analysis based on the specific requirements and parameters of the project and the requirements of Oxfam-Québec and the donor.
  • Drafting of an environmental management plan based on the specific requirements and parameters of the project and the requirements of Oxfam-Québec and the donor.

Supervision


The consultant will work under the supervision of Oxfam-Québec's program development team, in close collaboration with Oxfam's thematic experts and country teams, as well as with potential local consultants.


Profile required

  • Proven experience in environmental assessments
  • Experience with the environmental integration process of Global Affairs Canada
  • Experience in international cooperation is an asset
  • Knowledge of the local and regional context, depending on the country where the project will take place
  • Projectspecific thematic knowledge
  • Ability to work in French or English depending on project location. Knowledge of Spanish may be an asset depending on project location.
  • Ability to travel to countries of operation for short stays.
