Description

Reporting to the Executive Director and Assistant Executive Director, the incumbent will manage day to day operations of the CRF, specific to the management of front-line staff and providing case management supports to residential clients.


KEY RESPONSIBILITIES:

Must participate in training and case management meetings with the Region and Correctional Service of Canada.

Maintain resident files as per policy and procedure, municipal and federal standards, and mandates.


Develop and update Care Plans and Resident Action Plans for Region and offender population for the duration of residency - Updates, including but not limited to identifying objectives, expectations, services, and other measures that will be utilized to engage the resident in the plans.


Provide monthly progress reports to determine whether the services are adequate, still necessary, or whether other services may be needed.


Provide support services in the following areas: monitor and support activities against the Community Strategy Resident Action Plan and Correctional Plan, assist residents through ongoing support, in areas such as crisis management, personal or family problems, education, literacy, employment, budgeting, life skills, recreation, spiritual and cultural activities, assist residents to secure services appropriate for their needs or for public safety requirements, such as substance abuse services, harm reduction, income support, employment services, medical (including mental health) and dental services, provide residents a supportive group living environment through referrals, activities and facilitated monthly house meetings.

1-1 interviews with offender's weekly, biweekly or monthly.


Monitor behaviour and immediately report to the Region, parole, the National Monitoring Centre, or a person with designated signing authority, information concerning any violation of standard or special conditions of release, or instructions issued by supervising parole officer, any significant increase in offender's risk of re-offending, and other relevant information concerning the offender's behaviour and or performance in the community.

Store and discard all offender Protected B information as per "Appendix E" of the Security Guide.


Follow provisions of CD at the time of admission to ensure offenders are informed orally and in writing of procedures regarding personal propriety and forward personal effects as per offender or parole instructions within 30 days of termination of residency.

Copies of personal effects shall be documented as per CRF policy and procedure and forwarded to CSC within 30 days of discharge.

Liaise and info share with DOC and healthcare staff to monitor medication compliance. Forward medication logs to CSC 30 days after discharge and ensure discharge from pharmacy is completed.

Return all offender Protected B information provided by CSC within 30 days following resident discharge.

Hire, train and oversee volunteer/placement and monitoring staff. Scheduling and personnel record maintenance according to the organizations policy and procedures.

Development and management of the organizations policy and procedure manuals on an annual basis. Report any discrepancies or staff breaches regarding policy and procedure to DOC, ED, and AED.

Administrative tasks as directed by the Executive Director. Manage CSC DLA, taxi, and medication invoices. Provide copies at the end of every month to AED.

Program development and delivery.


REQUIRED QUALIFICATIONS:

Knowledge of local community supports and referral processes.

Knowledge of mental health and substance abuse initiatives.


An ability to maintain current certification in the following areas of training; Non-Violent Crisis Intervention, ASIST, First Aid/CPR & the Offender Management System.

Demonstrated successful administrative experience in a fast-paced environment with competing priorities, requiring quick and appropriate decision-making skills.

Highly proficient computer skills, especially word processing programs. Experience in database management an asset. Ability to learn new software packages as required.


SPECIAL SKILLS:

Ability to interpret and articulate legislation, guidelines, and procedures.


Working knowledge of Corrections & Conditional Release Act (CCRA) and Correctional Service of Canada, Commissioners Directives, RHA, landlord/tenant, FIPPA et al.

Ability to work in a confidential, high-pressure environment and to independently set priorities and juggle many conflicting tasks.

Attention to detail.

Strong communication skills, both oral and written.

Ability to respond diplomatically and sensitively using good judgment in difficult situations, and to interact professionally with all levels, internal and external to the CRF, who interact with the Assistant Executive Director.

Organizational and administrative skills to cope effectively with a heavy volume of work and provide support for ongoing projects.
